Job Summary: This position is located in the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN-6) within the Supply Chain Management Service and serves as a Lead Supply Technician for the Medical Supply Distribution (MSD) areas of Logistics Service within the Richmond Veterans Affairs Medical Center and supported catchment area, ensuring supplies and materials are distributed to all areas serviced by Logistics.

Major Duties:

  • Distributes and balances workload among employees in accordance with established workflow or job specialization and assures timely accomplishment of assigned workload. Monitors status and progress of work and makes day-to-day adjustments in accordance with established priorities. Maintains current knowledge and answers questions of other employees on procedures, policies, directives, or other guidelines as necessary and obtains needed information or decisions from supervisor on problems. Maintains stock at primary and secondary inventory locations for all clinical and administrative services, including pulling stock inventory and material from inventory for delivery, replenishing stock inventory, interacting with customers to resolve issues, maintaining records on stock levels, etc. Performs inventory using bar code equipment and resolves differences between records and physical count of stock. Ensures areas are cleaned in accordance with aseptic principles as published in infection control guidelines, local Standard Operating Procedures (SOPs), and Joint Commission standards as scheduled. Receives supplies and materials into the catchment area including unpacking/uncrating supplies from shipping cartons; storing supplies and materials; and ensuring sterility and integrity of the supplies and material as well as the data integrity of the inventory management system. Works with clinical and administrative customers as well as outside vendors with tact and diplomacy to coordinate work activities and resolve operating issues pertaining to supply management requirements. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026. Time-In-Grade Requirement: Applicants who have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: Must possess one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: pulling stock inventory and materials for delivery; replenishing stock inventory; interacting with clinical and administrative customers; maintaining records on stock levels; communicating and assisting in the resolution of concerns related to supplies, equipment, and procedures; providing information to customers regarding medical supplies; monitoring expiration dates, rotating stock to limit outdates, and removing items from use; monitoring and controlling critical supplies; performing inventory using bar coding equipment; resolving discrepancies between records and physical counts of stock; distributing items according to established requirements in computerized inventory management systems; delivering supplies in a timely manner and ensuring supplies and material delivered are in sterile and operational conditions; completing specialty cart preparation; cleaning assigned areas in accordance with aseptic principles; and/or receiving supplies and material into a medical center catchment area. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Driver's License: Must possess a current, valid state-issued driver's license for this position. (Please do not submit a copy of your license with your application package. Physical Requirements: The work requires standing and walking during the entire workday, frequent bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Regularly pushes loaded carts of medical supplies (weighing in excess of 100+ pounds). With the assistance from other workers or weight handling equipment, will move heavier items weighing over 40 pounds. A portion of time is also spent operating ADP Equipment such as bar code scanners, computers and printers. Works throughout the medical center which includes wards, storage buildings, and warehouses that range from a clean environment to hot, cold, drafty and poorly lighted. Duties will subject the incumbent to the possibility of trips, falls, scrapes, cuts, bruises, or injury. Will stock supplies in the primary inventory area as well as numerous secondary inventory points throughout the hospital work area, including wards, clinics, operating rooms, warehouse, and nursing areas. Will be expected to maintain a clean environment while performing tasks that can produce dust or other infections pollutants while transitioning between environments. NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
