Job Summary: The Lead Medical Support Assistant is responsible for the coordination of MSA assignments and workflow found in an interdisciplinary unit. They ensure accurate and timely scheduling of appointments, provide guidance to staff to include changes in policies and procedures, and acts as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff. Major Duties:

  • Total Rewards of a Allied Health Professional There are three available specialties for the Lead MSA position: Training, Eligibility, and Clinics. Each specialty has been assigned specific duties. Lead MSA (Training) Duties Trains MSAs and Lead MSAs to schedule, monitor and make work assignments, resolving daily workplace issues, and organizing their assigned work structures. Coordinates and provides staff development training through different formats such as classroom, one-on-one, and virtual sessions. Collaborates with Lead MSAs and Supervisory MSA staff to address assigned duties, customer service, and timely treatment and/or access of patients. Ensures Lead MSAs and Supervisory MSAs know how to annotate training records and conduct training with developed timelines. Develops presentations, training guides, and other educational materials (PowerPoints, OneNote, Adobe, etc.). Lead MSA (Eligibility) Duties Verifies eligibility/entitlement for benefits of all applicants using various methods. Advises veterans of their entitlement to various medical benefits and discusses co-payment requirements. Displays tact, diplomacy, and privacy to explain complicated laws and regulations to customers. Ensures means testing is completed by MSAs. Monitors patient funds for accurate input into software programs. Reviews enrolled patient database information on a regular basis for accuracy. Responsible for monitoring and ensuring quality management of all MSA supported functions. Lead MSA (Clinics) Duties Monitors and makes work assignments. Conduct ongoing reviews to ensure quality of work. Provides guidance to staff on changes in policies and procedures. Organizing work structure of assigned areas. Acts as a liaison between MSA and staff to resolve daily conflicts. Work Schedule: Full-Time Training: Monday-Friday, 0730-1600, Located at Jefferson Barracks Eligibility: Monday-Friday, 0730-1600, Located at Jefferson Barracks Clinics: Monday-Friday, 0800-1630, Located North County CBOC Recruitment Incentive (Sign-on Bonus): Not Authorized Permanent Change of Station (Relocation Assistance): Not Authorized Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time off per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education Experience- Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, Education- One year above high school; OR, Experience/Education Combination- Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees may be reassigned, promoted, or [changed to a lower grade] within the occupation. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. If an employee who was converted to [Title] 38 hybrid status under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: GS 7 Lead Medical Support Assistant Experience One year of experience equivalent to the [GS-6] grade level. Assignment The Lead MSA [is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include, but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.] For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge. Skills, and Abilities: Candidates must demonstrate [all of] the KSAs below: .
