Job Summary: This position is located in the Bureau of Human Resources, Office of Accessibility and Accommodation, Disability and Reasonable Accommodations Division (HR/OAA/DRAD). The incumbent serves as a Team Lead, providing senior interpreting and transliterating services for high-level officials, including the Secretary of State, Department employees, applicants who are deaf and hard-of-hearing, and others as necessary.

Major Duties:

  • Serves as an American Sign Language interpreter/transliterator for high-level officials, including the Secretary of State, across diverse and complex settings such as international summits, press conferences, and Department events.
  • Interprets and transliterates using consecutive and simultaneous techniques at the master level to convey nuance, precision, and objectivity across a wide range of sensitive and complex subject areas.
  • Coordinates team workload, monitors progress, provides on-the-job training, and ensures timely accomplishment of assignments in accordance with established procedures and priorities.
  • Plans, directs, and administers interpreting services, including contract oversight, financial tracking, and serving as Contracting Officer Representative to ensure accurate and efficient program execution.
  • Delivers interpretations that accurately reflect the essence, discourse level, style, register, and cultural nuances of the source message, with the potential for internal and external broadcasting.

Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in translating, interpreting, or other work requiring the use of English and the other language; or a combination of work (that required English and the other language) and training at the Defense Language Institute, Foreign Service Institute, or comparable training. IN ADDITION, this position requires the following additional specialized experience: Experience providing American Sign Language (ASL) interpretation and transliteration for department officials. Experience interpreting and transliterating using simultaneous and consecutive techniques. Experience assisting with workload coordination, tracking assignments, and providing informal guidance or support to team members. THE FOLLOWING SELECTIVE FACTOR IS REQUIRED: Must have experience in interpretation of American Sign Language (ASL) into English, demonstrated through certification recognized by the Registry of Interpreters for the Deaf (RID) or a similar body, adhering to professional standards outlined in the RID/National Association of the Deaf (NAD) Code of Professional Conduct (CPC). In addition to language proficiency, interpreters commit to ongoing learning by deepening their understanding of relevant subjects through reading, research, and training. To prepare for diverse tasks, they may review briefing materials, conduct pre-assignment briefings, or conduct online research. Research may be necessitated in multiple languages. The following are examples of work in the required language that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of the foreign language. **ALL APPLICANTS WILL BE TESTED BY THE AGENCY FOR PROFICIENCY ON A PASS/FAIL BASIS PRIOR TO APPOINTMENT.** There is no substitute of education for specialized experience for the GS-13 position
