POSITION OVERVIEW


The Lead, Enterprise Risk Management (ERM) is a senior individual contributor responsible for advancing BDC’s enterprise risk management strategy, frameworks, analytics, and risk culture. Reporting to the Vice President and Group Lead, Enterprise Risk Management and Compliance, this role provides deep expertise, thought leadership, and strategic insight to strengthen BDC’s risk posture and support decision-making across the organisation.

KEY RESPONSIBILITIES

  • Lead the development, enhancement, and implementation of BDC’s enterprise risk management framework, ensuring alignment with organisational objectives and risk appetite.

  • Provide expert analysis and recommendations on emerging risks, risk trends, and mitigation strategies, leveraging advanced analytics and industry best practices.

  • Collaborate with business units, corporate functions and risk owners to identify, assess, and monitor top and emerging risks, ensuring robust documentation, assessments, action where needed and reporting.

  • Support the integration of risk management into strategic planning, business unit planning, and major initiatives.

  • Advise senior management and the Board on risk exposures, risk appetite, and strategic risk issues, preparing high-impact reports and presentations.

  • Champion the proliferation of a strong risk culture across all lines of defence, delivering training, awareness, and communication initiatives.

  • Support ERM and Compliance Leaders in identifying systemic issues and opportunities for targeted or broad training.

  • Develop and implement methodologies to assess risk culture, behaviour, and outcomes, ensuring alignment with regulatory expectations.

  • Conduct scenario analysis, stress testing, and quantitative risk assessments to inform strategic decisions.

  • Monitor regulatory, technological, and market developments to anticipate implications for BDC’s risk profile.

  • Serve as a key resource for internal and external audits, regulatory reviews, and industry benchmarking.

  • Foster knowledge sharing and best practices with Risk and Compliance counterparts across Crown corporations and financial institutions.

  • Support the development and deployment of digital risk management tools and participate in transformation initiatives.

  • Enhance risk reports covering all enterprise and compliance risks.

  • Support activities led by the Vice President and Group Lead, Enterprise Risk Management and Compliance.

  • Drive continuous improvement of risk management practices in a dynamic and evolving environment.

  • Translate complex risk concepts into actionable insights for diverse stakeholders.

  • Balance strategic vision with practical implementation, ensuring risk management adds value to business performance.

  • Maintain agility in responding to emerging risks, regulatory changes, and organisational priorities.

  • Address gaps in the holistic assessment of risk and compliance outcomes, ensuring systemic issues are identified and remediated, and training needs are proactively addressed.

  • Stay ahead of regulatory expectations regarding risk culture and behaviour and risk management practices embedding these considerations into BDC’s risk management practices.

WHAT WE ARE LOOKING FOR

  • Undergraduate or graduate degree in business, finance, economics, risk management, or a related discipline.

  • 15+ years of relevant experience in enterprise risk management, risk analytics, or strategic risk advisory within financial services or public sector.

  • Demonstrated expertise in risk framework development, risk analytics, scenario analysis, and risk culture assessment.

  • Strong understanding of regulatory requirements, risk governance, and the three lines of defence model.

  • Experience influencing senior stakeholders and driving risk culture initiatives.

  • Excellent analytical, strategic thinking, and communication skills.

  • Proven ability to work independently and collaboratively in a matrix environment.

  • Experience with digital risk management tools and transformation projects is an asset.

  • Bilingualism (French & English) is an asset.
