The primary purpose of this position: To serve as the Lead Personnel Recovery (PR) and Search and Rescue (SAR) Operations Specialist for the United States Northern Command (USNORTHCOM), Current Operations Division (NC/J33), PR/SAR Branch (NC/J336).
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying expert knowledge of civil SAR responsibilities assigned to other U.S. and foreign civil and military authorities (e.g. DHS, DOS, Department of Interior (DOI), DOD, DOJ, Department of Transportation (DOT), Canada, and Mexico) to ensure that CCMD civil SAR agreements support, and do not supplant, those authorities. Incumbent must also ensure support to national and international PR/SAR systems in order to honor international commitments and meet U.S. domestic needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the various Personnel Recovery (PR), Search and Rescue (SAR), and Emergency Support Function (ESF) #9, Catastrophic Incident Search and Rescue (CISAR) policy, doctrine, guidelines, and Combatant Command systems and procedures. Knowledge of the roles, responsibilities, authorities, systems, and capabilities of the various agencies performing PR/SAR/CISAR coordinating functions, to include organizations such as DOS, DOJ, DHS, etc. Knowledge of traditional and non-traditional methods of leveraging all military, diplomatic and civilian efforts and capabilities into planning and executing Combatant Command PR. Knowledge of SAR procedures, including coordination at the national, state, and local levels in direct support of the National SAR Plan (NSP), contingency operations, and other vital national objectives. Ability to respond (in a high stress environment) to intense domestic and international event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to the highest levels of military and civilian authority in the Government. Ability to communicate effectively both orally and in writing; problem solve complex issues; and maintain good working relationships. Skill in gathering, assembling, and analyzing facts, drawing conclusions from broad executive level guidelines and National policies and packaging the entire process in briefings, papers, or reports to be used at the Combatant Command/Federal Department/State Executive level to enable executive and National decisions. Skill and ability to lead, coach, and mentor a team to meeting established milestones and deadlines for completion of assignments, projects, and tasks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. Work may require employee to drive a government issued motor vehicle in performance of field operations. A valid driver's license is required for this position. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Incumbent is required to obtain an official passport. This position may be required to deploy to non-combat locations or in-place in support of contingency operations. Incumbent may be required to undergo a medical evaluation prior to deploying to assess the risk of injury or illness, or if any existing condition is likely to significantly worsen in the deployed environment. The incumbent must report any significant health conditions and changes in health status and/or medication requirements to their supervisor. This is not a pre-employment requirement.
