Job Description:
Parsons is looking for an amazingly talented Lead Design/Build Engineer for our Rail and Transit Team! In this role you will get to work on some of the premier Rail and Transit projects in the Northeast! We are seeking candidates that have led Design Teams to deliver rail transit systems and/or facilities for our clients. In this role, you will perform project planning, define project goals, and devise methods to organize and deliver the engineering tasks necessary to accomplish the work. In addition, you will develop an in-depth knowledge of client objectives while implementing contract terms and corporate policies, and manage budgets and schedules to meet the financial goals of the project. Further, you will lead the project execution to meet the customer’s requirements and criteria.
Description of Role:
Responsible for the coordination and quality control of all design work and design processes throughout the full design and construction period, including accuracy, adequacy, and conformance to professional standards of practice
All decisions throughout design and construction that are related to an engineering aspect must be made under the supervision of the Lead Engineer
Certify the above before the submission of design work to Amtrak for review and/or use
Responsible for rejecting or approving the design work, resolving disputes regarding engineering work integrating the design into the final constructed product
Verify that construction processes do not undermine the intent of safe and sound design
Must have the authority to stop work if and when he/she knows or has reason to believe that any work does not meet the standards, specification, or criteria established
Verify that qualified and appropriately licensed and registered specialty/discipline engineers sign and seal work products for a given item, element, or phase of the Project work
Teaming partners strategies in various capacities on large design-build pursuits.
In-depth knowledge of client objectives, contract terms, and corporate policies, and familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.
Support for the proposal development and price negotiations with subcontractors and contractors.
Experience in leading a project from Concept/Initial Project Definition to 30% including accurate costing/scheduling.
Coordinate with third parties regarding requirements, agreements, regional entities, utilities, codes, Authorities Having Jurisdiction, adjacent businesses or stakeholders.
Masterplan, design and / or integrate Transit Oriented Development (TOD).
Integration of the transit projects with urban design, master planning, real estate development, regional connections and community considerations.
Design, coordination and construction integration of fixed facilities.
Minimizing impacts to the public.
Protection of the environment, implementation of sustainability strategies and LEED metrics.
Work with transit agencies, municipalities, third parties, and utilities.
Work with Contracting partners to design and implement cost effective solutions.
Acts as the Company representative with the client and selected subcontractors during the program execution.
Negotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client. Follows up on instructions and commitments associated with the project.
May participate in negotiations with regulatory agencies and in public meetings in support of clients.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
Minimum Qualifications:
Minimum (10) years of experience in a senior technical role in design or construction engineering.
Served as a project manager, design manager, or lead designer for final design on at least two (2) major transportation infrastructure projects involving “Alternative Project Delivery” method.
Professional Engineer License in New York
Thorough knowledge of industry practices and regulations
Experience as a Design Lead on Design-Build and/or other Alternative Project Delivery projects
