Business & Regulatory Change

This area brings together three teams that collectively drive progress and resilience. Business Change acts as the engine behind cross-functional initiatives, ensuring that projects and strategic topics are managed with a holistic view and always remain aligned with the tribe’s ambitions. By fostering synergy and leveraging organizational knowledge, this team enables the organization to respond swiftly and effectively to new challenges and opportunities. Regulatory Change & Advocacy keeps ING Mortgages NL ahead of the curve by proactively monitoring regulatory developments, representing the tribe in industry associations, and shaping the regulatory agenda, especially on topics like environmental risks and interest-only mortgages. The Data Hub empowers the entire tribe to unlock the full potential of data. By strengthening data capabilities and delivering actionable insights, this team ensures that decision-making is data-driven and that strategic goals are supported with measurable business value. This area forms the backbone of innovation, compliance, and growth within Mortgages NL.

Purpose of the job

You provide strategic leadership and ensure Mortgages NL is efficient, future-proof, and responsive to emerging challenges and opportunities so it remains customer-centric, sustainable, and positioned for growth and positive societal impact. By proactively monitoring regulatory, supervisory, and ING Group policy developments, you anticipate changes, influence outcomes, and represent Mortgages NL in industry associations and towards governmental bodies. As a strategic frontrunner, you lead the shift to anticipating on regulatory developments, especially in areas like environmental risks and interest-only mortgages, while shaping policy and advocacy to safeguard Mortgages NL’s future. Through structured stakeholder engagement and advocacy, you ensure that the interests of regulators, policymakers, trade associations, and internal committees are understood and represented. By engaging and aligning a broad range of internal and external stakeholders, you integrate diverse perspectives into decision-making and effectively represent Mortgages NL’s interests. By actively managing relationships and gathering feedback, you strengthen alignment, support effective decision-making, and amplify Mortgages NL’s voice in shaping industry standards.

Roles and responsibilities

The roles and responsibilities can be succinctly summarized in six key areas: stakeholder engagement, regulatory compliance, policy analysis, development and implementation, business development, and data-driven product and service improvement:

  • Lead stakeholder engagement plans by identifying and managing in- and external stakeholders at the highest levels and advocating in industry forums and with policymakers and regulators.

  • Ensure regulatory compliance by monitoring and implementing national and European regulations, translating them to clear business policies including reporting and incident response.

  • Conduct policy analysis by creating and updating frameworks, analysing regulatory changes, and providing strategic recommendations and actionable insights to senior management.

  • Oversee policy development and implementation by representing the organization in regulatory discussions, integrating stakeholder feedback, and ensuring this is compliant and practical.

  • Drive business development by initiating and implementing new business practices and change management plans that support strategy and growth, fostering x-departmental collaboration.

  • Enable data-driven product and service improvement by developing high-quality data analyses, delivering actionable insights, and embedding data-driven decision-making across Mortgages NL.
     

These responsibilities are reflected in KPIs on e.g., effective stakeholder engagement and advocacy interactions, timely and high-quality regulatory reporting and responses, impactful policy analysis and implementation, delivery of strategic initiatives and data-driven insights leading to improvements in products and services.

This role calls for a visionary yet pragmatic policy leader who turns regulation into competitive advantage: stakeholder‑savvy, data‑driven, and relentless on execution.

  • You bring a master’s‑level background in law and/or finance, with deep expertise in mortgages,

  • You have at least 10 years of relevant work experience in a comparable senior role focused on regulatory change, policy development, and stakeholder management at executive level.

  • You have a strong network within industry associations and relevant external bodies, through which you have effectively represented ING’s interests and influenced sector-wide developments.

  • You have extensive experience in direct interaction and negotiation with regulators (such as AFM, DNB, ECB) and policymakers at both national and European level, including the successful completion of complex regulatory projects (e.g., ESG or interest-only).

  • You have a track record in translating complex regulation into workable policy frameworks and implementing these with demonstrable results in compliance and business value.

  • You are experienced in establishing and optimizing data-driven decision-making within the mortgage sector, including improving data quality and advanced analytics for strategic steering.

  • You have a track record in balancing and aligning different perspectives on opportunities.

  • You have leadership experience with multidisciplinary teams (minimum 10 FTE), including change managers, data analysts, and policy advisors in a dynamic, regulated environment.
