Job Summary: This position is located in the Fiscal Service at the Birmingham VA Healthcare System. The incumbent performs a specified portion or portions of the full range of budget analysis assignments.

Major Duties:

  • Responsible for the formulation and execution of the budget for all appropriations and programs. Responsible for analyzing and forecasting patient programs, services offered, employee turnover, new technology when detailed historical data is unavailable. Monitors actual financial, workload and FTEE against the plan. Identifies potential problem variances and reports to the supervisor. Performs variance analyses monthly and quarterly and makes regular salary and FTEE projections. Advises supervisor on actions necessary to meet end-of-year targets as actual objections may differ from original plans. Ensures control point clerks and officials remain on track to meet their budgets by monitoring the rate of expenditure of budgeted funds and by communicating with program officials and their staff. Identifies and analyzes trends in the receipt, obligation or expenditure of funds to assure that plans are met timely. Provides data to the Resources Management Council to assist in decision making for the resources of the facility. Analyzes funding requests submitted and makes recommendations on agenda items to the supervisor. Tracks approved funding actions. Provides services with data in support of their funding requests. Provides budgetary assistance to administrative officers or others with special purpose funding responsibility. Develops budget estimates to be used to answer Requests for Proposal or Grant Funding opportunities for new programs. Provides a variety of reports related to the status of funds (e.g., expenses and obligations), FTEE and workload for upper management. Prepares and submits required reports to VISN 7 and VACO. Provides technical assistance to lower level budget section staff including training and the production of the Budget section of the Fiscal Service. Work Schedule: Monday-Friday, 07:30 am - 16:00 pm. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience and knowledge of the basic legislation, departmental policies, processes, procedures and regulations that govern budgeting. Experience and knowledge of the health systems' budgetary, managerial and employment plans, policies and programs. Experience and knowledge of the agency's computer network, programs, organizational structure and operations. Experience forecasting the impact of inflation, unstable prices, uncertainty of necessary supplies and the renegotiating of all the station's contracts on the preliminary budget, existing budget and the budget forecast. Experience with medical center computerized accounting system (FMS), IFCAP system, VATAS and PC software. Experience with multiple and complex programs of the healthcare system to carry out planning, analyzing and forecasting aspects of the budget. Physical Demands: The work is principally sedentary. Some work may require walking in medical centers, warehouses, supply dumps, and similar areas to check on inventories and the existence of, or nature of, equipment and property. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items or drive a motor vehicle. No special physical effort or ability is required to do the work.
