Job Summary: This position functions as a Lead Accounting Technician located within the Finance Service at the Jefferson Barracks VA St. Louis Medical Center (VAMC) in St. Louis, Missouri. The primary purpose of this position is to lead the work of other accounting technicians who are responsible for receiving, controlling, monitoring, validating, recording, analyzing and reporting on accounting transactions that affect the assets, cost, liabilities, revenue and proprietary accounts of programs serviced.

Major Duties:

  • Leads a team of at least three (3) Accounting Technicians (GS-525-06) in accomplishing their work. Distributes and balances the workload in accordance with established workflow or job specialization. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Gives on the job training to new employees in accordance with established procedures and practices. Refers to supervisor questions or matters not covered by standards and problems in meeting performance standards. Reports to supervisor on performance, progress and training needs of employees, and on behavior problems. Prepares account status reports and performs monthly reconciliation of the general and subsidiary accounts to ensure balancing with computerized reports and/or manual records. Reviews and processes unusual or difficult accounting transactions ensuring the propriety and validity of supporting documentation and determining the appropriate account and methodology for processing. Responds to complex questions from customers or lower-level technicians regarding accounting data, discrepancies, and procedures. Performs fiscal year-end review and close-out of accounts. Prepares year-end adjustment entries to balance accounts. Maintains general ledger accounts. Performs other related duties as assigned. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: Specialized experience would typically include, but are not limited to: Performing budget, accounting, payroll and/or financial management functions; Interpreting and applying accounting principles, methods, procedures, and techniques; Using various accounting systems and computer systems to maintain financial accounts and accounting data; Reviewing and analyzing reports and documents for accuracy and authorizations, Performing research to resolve any discrepancies relating to obligations, collections, disbursements, or other actions involving complicated adjustments; Reconciling accounts, processing and posting payments; Examining, auditing, and maintaining accounting transactions and balancing general ledger accounts. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
