We are currently seeking a Land Securement Officer based in Daanbantayan, Cebu, Philippines. This position will report directly to the Business Development Manager.

The Land Securement Officer will be responsible for identifying, negotiating, and securing land for project development. The role requires strong capabilities in due diligence to ensure that projects meet regulatory compliance requirements while fostering positive environmental and social impact within the communities where we operate. Key responsibilities include documentation, permitting and compliance support, site inspections, data management, as well as community and stakeholder relations.

Job Description

  • Acquisition & Negotiation: Proactively seeking opportunities for land acquisition, expanding project footprints, and negotiating lease or purchase agreements with landowners. Comply with standards, guidelines, strategies, processes, and procedures on the acquisition of land, land rights, perpetual easements and relocation needed for site acquisition.Preparation and implements of offers for acquisition, initiates and closes negotiations with affected parties, and obtains all required documentation. Initiates the processing of payments and other claims as well as the execution of relevant agreements.
  • Due Diligence & Documentation: Conducting thorough, in-depth research on property documents (e.g., Transfer Certificates of Title, Tax Declarations), checking for encumbrances, and managing Right-of-Way (ROW).
  • Permitting & Compliance: Facilitating the renewal and updating of necessary permits, licenses, and legal documents from raw land conversion to final development approval. Works with Local Government Units (LGUs) and government agencies, such as Bureau of Internal Revenue, Registry of Deeds, Land Registration Authority, Department of Environment and Natural Resources (“DENR”), and Department of Agrarian Reform (“DAR”), on the payment of relevant taxes and fees, registration of documents, titling, and other related activities. Work in the applications relevant cutting permits and assists in site/TL alignment clearing/preparation prior to construction.Supports and conducts tree inventory, tree cutting and all other activities related to Land & Development.
  • Site Inspection & Data Management: Conducting on-site inspections, mapping, and using GIS/GPS technology to verify boundaries, and maintaining accurate land records. Identifies, assesses, and submits reports on the affected properties, landowners/claimants/tenants and improvements, including crops/plants/trees and houses/structures.
  • Community & Stakeholder Relations: Works with CSR/ External Affairs in engaging with local communities, government units, and landowners to resolve conflicts and foster positive relationships to ensure project timelines are maintained.
  • Provides regular updates to Management on the status of the Wind Farm Area / TL alignment, Access Road acquisition and operations, and reports issues for immediate resolution.

Required Skills and Competencies

  • Preferably with 3-5 years’ experience in land securement, negotiation, stakeholders management

  • Requires a bachelor’s degree in Business, Economics, Real Estate, or a related field, with experience in land acquisition or legal documentation

  • Ability to negotiate effectively with private owners, government agencies, and other stakeholders.

  • Strong understanding of property law, land titling procedures, and zoning regulations.

  • Familiarity with survey plans, mapping software (GIS/GPS), and documentation.
