Job Description:

Parsons is looking for a talented Land Acquisitions Negotiator with extensive expertise in Land Acquisition to join our Sector Management Office to support a significant infrastructure project. In this role, you will support real estate acquisition efforts and collaborate with property owners, subcontractors, government agencies, and internal teams to drive project success.

These efforts include but are not limited to: the coordination and liaising with the National Program Management Office and other Sector Offices, ongoing engagement with property owners, negotiation of key real estate outcomes, creation of negotiation logs, interpretation of title reports, surveys, and appraisal reports, relationship building and management, and management of transactions through key milestones.

What You'll Be Doing:

  • Drive land acquisition efforts to secure large parcels of real estate critical to the program’s infrastructure goals.
  • Coordinate with government agencies, including DHS and USACE, to gather real estate acquisition data and resolve land acquisition challenges.
  • Execute strategies to address complex land acquisition issues, including eminent domain and negotiations with property owners.
  • Collaborate with Parsons’ operational teams in DC and Centreville, VA, to identify project risks related to land acquisition and develop mitigation plans.
  • Ensure alignment of land acquisition efforts with the overall project schedule and program objectives.
  • Provide expert guidance on real estate transactions, legal considerations, and regulatory compliance

What Required Skills You'll Bring:

  • US Citizenship is required
  • Must be able to obtain appropriate DHS suitability determination
  • Bachelor’s Degree in Business Administration, Real Estate, or a related field
  • 10+ years of related experience in Real Estate and Land Acquisition Management, with a proven track record of securing large parcels of land.
  • Strong knowledge of Eminent Domain and other real estate transaction processes and concepts such as valuations, easements, appraisals, surveys, title, negotiations, acquisitions, leasing, options, severance, ROW, and real estate law.
  • Proven leadership in all phases of Real Estate, with a strong emphasis on the resourcefulness, awareness, business acumen, and communication skills required to engage, build rapport, and conclude negotiations with private owners.
  • Expertise in resolving land acquisition challenges and developing mitigation strategies
  • Experience in project scheduling and cost estimating related to land acquisition
  • Familiarity with federal government processes and regulations, particularly DHS and USACE is preferred
  • Ability to manage multiple priorities in a fast-paced environment

What Desired Skills You'll Bring:

  • Degree in Business Administration, Real Estate, or a related field
  • Certification in Real Estate or Facilities Management (e.g., IFMA CFM, FMP, or PMP)
  • Experience with Geographic Information Systems (GIS) for land acquisition analysis
  • Strong interpersonal and communication skills to effectively liaise with government agencies, property owners, subcontractors, and internal teams
  • Proficiency in project management tools and software, such as MS Project or Primavera P6
  • Demonstrated ability to lead cross-functional teams and drive program success
