Job Description

The Technical Support (TSS) Phlebotomy Supervisor provides advanced operational and clinical leadership to ensure smooth, safe, and efficient delivery of all pre-analytical laboratory services, including phlebotomy, registration, and specimen processing (kit draws and newborn screening testing). The Supervisor oversees day-to-day workflow, addresses service issues in real time, and ensures compliance with regulatory, operational, and quality standards. In collaboration with the Lab Manager and other shift supervisors, this role strategically manages staffing, scheduling, order prioritization, and resource allocation to consistently provide accurate and timely laboratory results that support clinical decision-making.

The TSS Supervisor plays a critical role in supporting patient care emergencies and time-sensitive clinical pathways, ensuring rapid specimen collection and coordination during Code Sepsis, Code Stroke, MTP, Trauma activations, and other high-acuity events, directly contributing to improved patient outcomes and regulatory metrics (e.g., stroke order to collect, sepsis bundle (blood culture and Lactic Acid compliance). The Supervisor leads and mentors staff through recruitment, retention, orientation, training, competency assessment, and continuing professional development. Additionally, the Supervisor participates in the planning, evaluation, and implementation of new technologies, workflows, and performance improvement initiatives that advance the overall patient care mission of the laboratory. Direct patient care is provided within the scope of TSS competencies and institutional requirements.

Essential Functions and Responsibilities

Leadership & Personnel Management

  • Responsible for recruitment, hiring, onboarding, orientation, training, supervision, evaluation, and corrective action/disciplinary processes for Phlebotomy. Collaborates closely with the Lab Director, Manager, and HR Business Partner to ensure fair, consistent, and compliant personnel practices.
  • Provides ongoing coaching and professional development to enhance staff competency, confidence, and customer service performance, supporting long-term retention and clinical excellence.
  • Demonstrates visible leadership through rounding, real-time problem solving, and maintaining a supportive, accountable work culture.

Operations, Quality, and Patient Care

  • Analyzes, evaluates, and resolves issues in pre-analytical processes—including phlebotomy, registration, specimen integrity, and workflow coordination—to ensure accuracy, safety, and compliance with industry and regulatory standards.
  • Provides direct leadership and oversight for both inpatient and outpatient phlebotomy teams, ensuring high-quality service delivery across all shifts, weekends, and service locations.
  • Coordinates staffing assignments, schedules, workload distribution, and competency assessments to maintain appropriate coverage, productivity, and performance quality.
  • Works collaboratively with Nursing, Emergency Department, Radiology, and other departmental leaders to support efficient patient throughput and advance service excellence.

Critical Clinical Response Support

  • Plays a key role in ensuring rapid specimen collection and coordination during Code Sepsis, Code Stroke, MTP (Massive Transfusion Protocol), Trauma alerts, and other critical clinical pathways. Ensures timely response, accuracy of specimen handling, and adherence to quality benchmarks that directly impact patient outcomes and compliance with national standards of care.
  • Supports performance improvement initiatives and quality audits related to emergency response metrics, turnaround-time targets, and regulatory reporting requirements.

Phlebotomy / Registration Services

  • Develops, revises, and implements policies, processes, and procedures for inpatient and outpatient phlebotomy, ensuring alignment with laboratory, institutional, and regulatory standards.
  • Oversees daily operations for inpatient phlebotomy, outpatient clinics, and off-site service centers, ensuring safe, efficient, and patient-centered workflows. Prioritizes and assigns work based on acuity, turnaround time needs, and staffing resources.
  • Ensures that staff maintain required competencies and adhere to best practices for phlebotomy, registration, and specimen management.
  • Collaborates in the development, evaluation, and implementation of new services, technologies, devices, and process improvement initiatives to enhance quality, safety, patient experience, and operational efficiency.
  • Supports data collection, analysis, and reporting for quality metrics, including specimen rejection rates, turnaround times, patient satisfaction, and emergency response times.

Qualifications

  • High School graduate (associate degree or MLT certification encouraged, but not required)
  • California State certification (CPT I) in phlebotomy required
  • Three (3) years of hospital phlebotomy experience preferred with knowledge of capillary collection techniques required
  • One (1) year of outpatient client service experience preferred
  • Able to pass EPIC registration system training class within 60 days of hire.
  • Demonstrated skill in communicating with physicians, patients, laboratory staff and other lab customers.
  • Computer literate – strong skill in use of Word and Excel applications. General knowledge of laboratory operations and terminology.
  • Demonstrated leadership and organizational skills.  High degree of initiative and professionalism required.
  • Demonstrated ability and success in personnel management and team building essential.
  • May be necessary to work flexible hours, weekends, or holidays as needed.

License/Certification/Registration Requirements

California Certified Phlebotomy Technician 1 (CPT1) required.

Salary Range:

$45.72 - $68.58 USD Hourly
