The Boeing CompanyBoeing Test and Evaluation (BT&E) has an exciting opportunity for a Lab Test Engineering Senior Manager (Deputy) - Phantom Works programs. This position is located in Berkeley, MO with a travel requirement of approximately 10%. This position will report to and serve as the Deputy to the BT&E Lab Test Engineering Director for Air Dominance, Phantom Works and Weapons Programs.
This position will be responsible for managing the execution of lab test activities for Phantom Works programs. These activities are being performed by a high performing, cross functional test team, responsible for Environmental, Electromagnetic, Aeronautical Systems and Structures lab testing. This position will act as the deputy to the Lab Test Engineering Director and be accountable to them with a dotted line responsibility and accountability to the various Phantom Works BT&E Test Program Managers and Program Managers.
This position is responsible for the safe, innovative and efficient execution of lab tests. This position partners with execution leaders within Lab Test Engineering and the engineering capability leaders within BT&E, as well as, business partners, suppliers and customers to execute tests and meet program commitments. A successful candidate will have:
Strong business acumen with a high degree of technical understanding of Program Management Best Practices including configuration management, integrated schedules and hand-off, and linkage between commitments, deliveries, and our domestic customer driven milestone commitments
Strong coordination, integration and communication skills
Ability to lead cross functional teams across multiple diverse facilities
Strong Risk, Issue and Opportunity (RIO) Management and Earned Value Management skills with the demonstrated ability to lead program execution
Test leadership experience with demonstrated use of performance to plan metrics
An aptitude for results with a focus on performance, cost management, safety and quality
Demonstrated track record of meeting or exceeding targets goals and strong skills in program execution to schedule and budget

Position Responsibilities:
Coordinate, integrate and provide guidance and oversight of all Lab Test activities in support of program portfolio, per the program lab test plan including all deliverables and capital/overhead investment related projects
Manage, integrate, and communicate status of test work statement commitments and performance, including cost/EAC, schedule, technical, and safety
Coordinate with BT&E Capabilities to plan and manage all resources/skills, through Adaptative Planning and RPPT, required to execute the test statement of work
Proactively identify, mitigate/capture and communicate risks, issues and opportunities related to test program execution, including technical, cost and schedule performance
Coordinate, assess and communicate cost & schedule impacts when program test plan changes
Drive affordability initiatives through the execution teams and capabilities to bring best value
Advocate for lab test needs with the TPM/Customer, Program, BT&E Capabilities, Supplier Management, and Facilities
Ensure the safe, high quality, innovative and efficient execution of Phantom Works test activities
Participate in key program reviews such as Design Reviews and Test Readiness Reviews to ensure ability to execute to meet requirements
Coordinate and advocate for investments needed for program execution (technology development, facilities, capital, equipment, etc.) and supports funding approval activities
Assist with hiring and acquiring resources to support program execution
Develop and perpetuate a team culture of transparency, collaboration and inclusion
Basic Qualifications (Required Skills/Experience):
This position requires an active U.S. Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
10+ years of experience in test, laboratory testing, data analysis, instrumentation, system integration, and/or simulation
5+ years of leadership experience in engineering and/or organizational leadership/program management
3+ years of experience working as a senior leader or senior manager
Experience leading projects or programs utilizing Earned Value management and RIO management to drive program performance
Experience with schedule and budget management, integration of all logistics elements, customer communication, as well as understanding of execution of program planning to ensure cost, schedule and technical baseline requirements are met
Preferred Qualifications (Desired Skills/Experience):
An active US Top Secret Clearance (or higher), or the ability to obtain a US Top Secret clearance
Experience in business and financial acumen in order to influence and shape strategy and lead lab test execution
Strong leadership performance managing complex organizations in diversified locations
Experience in a leadership role leading teams, initiatives, or projects to meet business objectives and influence change
Experience with team building, developing and motivating employees
Experience leading through influence and partnering with cross-functional teams on projects and initiatives
Experience leading or conducting complex lab testing in an integrated test team environment
Experience with leading structural, environmental, electromagnetics, or aeronautical systems integration
Ability to build positive relationships with BT&E, ET&T and BDS senior leaders and integrate across business units
A strong natural leadership style that moves people to act, motivates and inspires excellence and innovation
Results-oriented with a focus on performance, cost management, safety and quality
Demonstrated track record of meeting or exceeding targets goals and strong skills in program execution to schedule and budget
