Job Summary: About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Department of the Army Fort Meade, Maryland

Major Duties:

  • Develops and administers secure Knowledge Management (KM) programs, fostering a knowledge-sharing culture through training and strategic guidance.
  • Coordinates high-priority, time-sensitive taskers using internal and external management systems to ensure timely, high-quality responses.
  • Analyzes Knowledge Management (KM) system effectiveness, using performance metrics to collaborate on and implement solutions that address operational needs.
  • Manages technical projects from concept to completion, contributing to system design and tailoring solutions to meet user and mission requirements.

Specialized experience for GG-11: To qualify for the GG-11, your resume must demonstrate one year of specialized experience equivalent to the GG-09 level. This includes experience: assisting with the capture, organization, and dissemination of organizational data; supporting the administration of enterprise knowledge-sharing platforms to ensure regulatory and legal compliance; and participating in the development of taxonomies and long-range planning for the integration of new KM systems, typically performed under direct supervision. OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, with a major study in Knowledge Management, Information Science, Library Science, Information Technology, Business Administration, Organizational Development, Communications, or other fields directly related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. Specialized experience for GG-12: To qualify for the GG-12, your resume must demonstrate one year of specialized experience equivalent to the GG-11 level. This includes: managing and optimizing enterprise knowledge-sharing platforms; administering legally compliant information governance policies and content lifecycles across digital repositories; conducting QA reviews on KM system architecture to ensure interoperability; and developing long-range integration plans for new KM technologies to enhance organizational decision-making, performed with moderate independence and limited supervision. For this grade: you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized experience for GG-13: To qualify for the GG-13, your resume must demonstrate one year of specialized experience equivalent to the GG-12 level. This includes serving as a subject matter expert directing enterprise information governance and data integrity programs; leading legally compliant, command-wide Knowledge Management (KM) operations; and architecting complex, long-range strategic plans for enterprise KM systems integration and cultural adoption, executed with a high degree of independence. For this grade: you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
