Job Summary: About the position: This position is Non-appropriated Fund (NAF) and is located at the Karing Kennels on Kadena Air Base in Okinawa, Japan.

Major Duties:

  • Responsible for the management of the business operations and personal services function of the kennels. Provides operational guidance for programs, personnel and facilities associated with animal boarding services. Plans, organizes and coordinates programs with marketing and publicity department to promote monthly, quarterly and annual events as well as special programs. Develops a budget, builds and reviews financial analytical data of financial performance and makes appropriate changes to improve all key performance indicators. Manages the boarding and stray/adoption facilities for maintenance requirements and ensures adherences to all environmental, cleaning and sanitation standards. Ensures safety protocols are in order, conducts monthly and routine safety inspections in IAW all pertaining regulations. Responsible for the management of all employees including NAF and IHA personnel. Exercises supervisory responsibility through effective communications or performance expectations, appraisals, disciplinary actions and adhering to personnel and EEO laws and regulations. Trains new employees, coordinates monthly staff meetings and safety trainings. Maintains effective employee work schedules and makes appropriate adjustments to maintain pet to staff ratios where needed. Responsible for all procedures involved in the adoption, quarantine, redemption or euthanasia of impounded animals. Works closely with local agencies in the community and Kadena Veterinary Facility for weekly visits to accomplish vaccination, testing and disposal of animals. Plans, organizes, directs, controls and evaluates long and short-range procedures and programs to support the kennel business activities. Conducts monthly inventories, generates appropriate documents and formulates selling prices to meet market and AF COS requirements. Manages stocks of perishable items, ensuring they are used prior to expiration dates. Ensures inhouse inventories and preventive maintenance meet established timelines, places retail orders to keep inventory levels within preapproved levels, assures turnaround of products to prevent slow moving items from staying on shelves. Maintains/updates Point of Sale System and reviews usage reports such as low and high interest items to make adjustments to orders. Responsible for the protection of resources under the program. Reviews customer feedback investigates complaints and takes appropriate actions to resolve them. Will be appointed Records Custodian for the facility, will be responsible for all duties needed to accomplish compliance with ERM files. Develops, establishes and schedules program events. Responsible for maintaining and improving existing programs and creatively developing new innovative programs. Coordinates with various personnel in the planning and organizing of scheduled events, arranging for supplies and personnel needed for the events including all logistical requirements. Generates an after-action report for all program events and uses historical program event data to plan future events. Performs other duties as assigned. Must have knowledge of general accounting or financial principals as well as cash handling experience. Knowledge of office automation software (MS Windows, MS Office, MS Power Point; Access; Excel; Word) is required. Must have experience which demonstrates the ability to supervise, train and schedule subordinates. Must have experience managing a retail operation for profit which may include merchandise display and managing inventory levels. POS system experience is preferred but not required. Knowledge of Kennel operations or related business is desired but not required. Must complete pre-vaccine rabies series within 60 days of employment. Must be able to satisfactorily complete a Tier 1 background investigation.
