The primary purpose of this position is: To serve as Provost for the Joint Special Operations University (JSOU), serving as the President's principal advisor on the academic affairs of the University, including programs, faculty, curriculum, students, advisory boards, scholarship, accreditation, and academic support and is part of the University's senior leadership team.

Major Duties:

  • 1. Provides strong executive leadership skills and exudes experience in enterprise leadership, collegially working with diverse staff, faculty, students, and administrators as well as the USSOCOM Staff across the Enterprise. 2. Plans, organizes, designs, develops, coordinates and oversees Joint Special Operations University Strategic Planning and Academic Staff in support of JSOU President and Commander USSOCOM. 3. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. 4. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes providing strategic direction for Joint Special Operations University programs that have a global reach, directly influencing the mission readiness and leadership framework of the United States Special Operations Command; providing leadership to the Deans, faculty, and staff of the Joint Special Operations University (JSOU) including Teaching, Research, and Outreach to ensure JSOU develops the next generation of Special Operations leaders across all military branches through both resident and distance learning; researching and consulting on DoD educational policy, providing key insights at the Joint Staff and Service levels; leading the specialized education and leader development for all future SOF operators, directly influencing the success of USSOCOM missions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of Defense Post-Secondary Educational Institution administration, as well as accredited institutions recognized by the U.S. Department of Education, at the Dean, Department, or higher level. Mastery in the hierarchy of OSD and Combined Joint Special Operations doctrine, strategy, and operations including current issues as they relate to USSOCOM and OSD Leadership (including the Secretary of Defense) with respect to Education and Leader Development. Comprehensive knowledge of military organizations, operations, and culture including the ability to work collegially with diverse staff, faculty, students and administrators. Skilled in research and analyses, curricula development, and programs that support leader preparation and development in order to create and ensure outcomes-based military education opportunities with specific measures meet expected impact and relevancy. Skilled in planning, organizing, and directing the functions and staff in the critical aspects of an accredited academic institution. Ability to engage and communicate, both verbally and in writing, with diverse stakeholders in order to build consensus and cooperation. Ability to plan, organize, direct all academia and academic functions including supervise, mentor, motivate, and appraise the civilian faculty staff's and education units' ability to deliver enterprise program objectives, based on an Outcomes Based Military Model (or commercial equivalent), within available resources (human and financial). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
