Major Duties:
Qualifications: Conditions of Employment (Cont.) Position is designated special-sensitive and requires a TOP SECRET (TS) clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.All E-E employees must perform E-E duties during a crisis and/or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from the federal service. Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year. Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone. QUALIFICATIONS In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ?? Administration and Management Positions, Management and Program Analysis Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes Knowledge of collaboration and telecommunications tools, Tactical Data Links (e.g., Link-16, Link-11), cross domain and information sharing solutions (e.g., Radiant Mercury (RM), Trusted Network Environment (TNE), CENTRIXS), COMSEC regulations, CJCS Instructions, Committee on National Security Systems (CNSS) policies, National Security Agency (NSA) Policies, and Command regulations. Knowledge of collaboration and telecommunications tools, Tactical Data Links (e.g., Link-16, Link-11), cross domain and information sharing solutions (e.g., Radiant Mercury (RM), Trusted Network Environment (TNE), CENTRIXS), COMSEC regulations, CJCS Instructions, Committee on National Security Systems (CNSS) policies, National Security Agency (NSA) Policies, and Command regulations. Knowledge of principles, policies and practices of Foreign Military Sales (FMS) system acquisition and program management, as well as knowledge of roles and relationships within the FMS community. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of collaboration and telecommunications tools, Tactical Data Links (e.g., Link-16, Link-11), cross domain and information sharing solutions (e.g., Radiant Mercury (RM), Trusted Network Environment (TNE), CENTRIXS), COMSEC regulations, CJCS Instructions, Committee on National Security Systems (CNSS) policies, National Security Agency (NSA) Policies, and Command regulations Knowledge of COMSEC devices (install, operate, maintain) and requirements to transfer to Foreign Partners. Knowledge of the USG joint planning process and organizational structure with the ability to lead, analyze,organize, direct, and increase collaboration of complex interoperability and C2 projects across multiple internal and external USG organizations and various foreign governments. Knowledge of joint doctrine and procedures to effectively coordinate data sharing across different military branches. Knowledge of principles, policies and practices of Foreign Military Sales (FMS) system acquisition and program management, as well as knowledge of roles and relationships within the FMS community Skill in conceptual thinking and problem solving which demonstrate the ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the process into briefings, papers, and reports suitable for senior leadership use and decision making. Ability to prepare and communicate effective oral presentations and written correspondence, persuasively negotiate complex issues, and simultaneously maintain good working relationships with HQ USCENTCOM Staff, other U.S. Government agencies, military services personnel, and partner nation country personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
