The primary purpose of this position is to provide a wide range of complex data center management activities and system administration duties that contribute to the planning, installation, configuration, monitoring, troubleshooting, repair, and upgrade of new and existing systems to include critical physical infrastructure for the 52FW and Geographically Separated Units.

Major Duties:

  • 1. Performs services as a senior systems administrator. Plans, coordinates, and installs applications software and hardware for operating systems. 2. Performs required testing, troubleshoots, and corrects system and applications software discrepancies. 3. Performs services as the data center manager. The incumbent functions as the focal point between data center operations and the organization, to include enterprise architecture and engineering, facility management, project management, configuration management, asset management, and information assurance groups. 4.Serves as a senior technical advisor to management. Participates as a key member and advisor on special committees and special projects designed to study methods to enhance the use of information technology throughout the installation. Serves as senior IT Specialist managing life-cycle management of equipment. 5. Serves as the Base Software License Manager (BSLM). Initiates and collects unit baseline inventories for all non-enterprise software for all organizations under BSLM purview and retains required inventory.

Qualifications: Conditions of Employment Continued: This position is emergency-essential. The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces. Performs duty in a combat zone after the evacuation of nonessential personnel in connection with a war or a national emergency declared by Congress or the President, and it is impracticable to convert the employee's position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption. Employee must sign DD Form 2365 as a condition of employment. Employees could be assigned to any location worldwide providing civilian support to combat operations and could deploy to non-combat locations in response to contingencies, disaster relief, or other emergency operations. (IAW: Section 1580 of title 10, United States Code). This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Qualifications: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Application of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Utilization of methods, principles, and practices covering troubleshooting of complex computer system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. Applying methods and practices involved in the integration of system components sufficient to optimize system performance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. 2. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. 3. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. 4. Knowledge of operating systems associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 6. Knowledge of IT system application software and system development life cycles, including system documentation, system requirements and techniques, configuration management, cost benefit analysis, system analysis, data administration, systems integration, and testing. 7. Knowledge of organizational use of software licensing and compliance with DoD and AF regulations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
