The primary purpose of this position is to serve as the senior information technology system developer with responsibility for designing, planning, and coordinating the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of hardware and software systems architecture.

Major Duties:

  • Perform services as a senior systems integration developer and administrator. Cyber systems security liaison. IT systems integration consultant. Network Storage and Backup Specialist.

Qualifications: This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: All academic degrees and coursework must be from accredited or pre-accredited institutions Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. OR EXPERIENCE: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. AND SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of quality level experience includes: knowledge of a wide range of IT principles, methods, and systems, including system analysis, design, development, and integration of both hardware and software components. Experienced in administering Virtual Desktop Infrastructure (VDI) and enterprise data storage environments to support reliable and secure operations. Applies established configuration management practices to install, maintain, and optimize systems while troubleshooting and recovering from hardware or software failures. Maintains working knowledge of cybersecurity principles, including system authorization, risk assessment, and secure configuration of ports, protocols, and services. Familiar with classified enterprise networks such as JWICS, SIPRNet, and NSAnet, and implements protective measures to address vulnerabilities and support continuity of operations. Applies sound technical judgment across various operating systems and platforms to maintain availability, integrity, and performance of critical systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organization's enterprise information security architecture; knowledge of organization's evaluation and validation requirements. Knowledge of secure configuration management techniques. (e.g., Security Technical Implementation Guides (STIGs), cybersecurity best practices on cisecurity.org). Knowledge of installation, integration, and optimization of system components; knowledge of database systems. Knowledge of network protocols such as TCP/IP, Dynamic Host Configuration, Domain Name System (DNS), and directory services. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers. Ability to communicate orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
