Job Summary: THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an IT SPECIALIST (PLCYPLN)-Title 5, Position Description Number T59057P1 and is part of the WI 115 CF, 115 CS Wisconsin Air National Guard.

Major Duties:

  • Analyzes requirements and establishes plans of action for improving IT applications. Based upon the organization's goals and objectives, an assessment of available resources, and extrapolation of cost benefit analysis data, recommends adjustments to IT priorities to meet changing business needs, program plans, goals and objectives. Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems. May serve in a liaison capacity between contractors and wing officials to resolve a wide variety of conventional problems involving high value telecommunication systems. Develops implementing instructions. Implements IT and communications programs and special projects. Participates in discussions, meetings, conferences, committees or special projects. *** This is NOT an all-inclusive list of duties. *** ***This job is posted along with 26-064A IT Specialist (PLCYPLN)-Title 32, and only one position will be filled.*** ***Indefinite positions are not permanent and have no guarantee to continued employment. Qualifications: GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: To qualify at the GS-11 level, you must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience establishing and carrying out IT projects based on program goals and objectives. Candidate has experience allocating IT resources to include hardware and software. Experience interpreting policy and regulations. Candidate can clearly and concisely explain policy and regulations to higher level leadership. Candidate must have experience conducting meetings with relevant stakeholders.
