Major Duties:

  • Develop, deliver, and implement short and long-term training plans for Software Acquisition Management (SAM).
  • Review, evaluate, develop, and update agency policies and procedures related to SAM to ensure alignment with the Federal Acquisition Regulation (FAR) and DoD FAR Supplement (DFARS).
  • Identify opportunities, develop requirements, and serve as a functional champion for enterprise applications and automation solutions that enhance SAM operations, efficiency, and policy adoption.
  • Represent the agency in discussions with senior professionals inside and outside the DoD.
  • Establish and maintain relationships with other government organizations, industry, and educational institutions to advance SAM practices.
  • Review and recommend approval of surveillance plans, evaluate results for compliance, and analyze performance data to identify trends and perform root cause analysis on SAM issues.
  • Serve as a senior technical expert, providing authoritative answers on SAM policy, tools, and processes.
  • Provide expert advice on software cost estimation, information assurance, and project budgeting, and mentors field personnel.
  • Lead cross-functional teams and executes significant projects related to SAM policies and programs.
  • Develop strategies, goals, and tasks to optimize agency policies and procedures.

Qualifications: To qualify for a IT Specialist (PLCYPLN), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the NH-04 level, applicants must possess one year of specialized experience equivalent to the NH-03 or GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Overseeing the acquisition, policies, and contract administration for complex technical products or systems, ensuring alignment with organizational goals. Developing, evaluating, and updating organizational policies to ensure compliance with overarching government or industry regulations and standards. Designing, implementing, and managing comprehensive training programs, including curriculum development, competency modeling, and effectiveness analysis. Identifying operational inefficiencies and leading the development of enterprise applications, tools, or automation solutions to enhance organizational performance. Using performance data and root cause analysis to inform project planning, manage resources, and balance budgets, schedules, and technical requirements. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
