Job Summary: The IT Specialist position is in the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as an IT Specialist. The incumbent understands, maintains, creates, and implements efficient EHR business processes to meet business requirements of EHRM-IO's products and services.

Major Duties:

  • Conduct risk analysis, feasibility study, and/or trade-off analysis to develop, document, and refine functional requirements and specifications. Develop and document requirements, capabilities, and constraints for design procedures and processes. Perform needs analysis to determine opportunities for new and improved business process solutions. Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals. Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully. Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up. Plan implementation strategy to ensure that enterprise components can be integrated and aligned. Document how the implementation of a new system or new interface between systems impact the current and target environment including but not limited to security posture. Design, develop, and modify software systems, using scientific analysis and mathematical models to predict and measure outcome and consequences of design. Prepare detailed workflow charts and diagrams that describe input, output, and logical operation, and convert them into a series of instructions coded in a computer language. Develop software system testing and validation procedures, programming, and documentation. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Basic Requirements: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate, demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirements candidates must also meet the grade level requirements as outlined below. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13 for the GS-14 level) in the normal line of progression for the occupation in the organization. Specialized experience at the GS-13 level is defined as work that involves applying, software design concepts and methods and relationships among multiple IT disciplines sufficient to provide expert technical advice, guidance, and recommendations; Expert knowledge of the principles, procedures, and tools of data management to determine root cause of data management related defects impacting operational capabilities of a live and functioning system; knowledge of the principles, methods, and procedures for installing, integrating, and optimizing information systems components; and demonstrated ability to apply project management disciplines including project life cycle, risk management, configuration management, reporting, and performance measurements.
