Job Summary: This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. Major Duties:

  • Duties for the Information Technology Specialist (Data Management) GS-2210-15 include but not limited to: Providing a full range of analytics, and/or enabling infrastructure, from simple to sophisticated, which span providing partners with customized analytics, to predictive and statistical modeling and artificial intelligence (AI) development, to self-service data analytics and training to OIG staff to enable use of those tools and models. Leading the implementation of data infrastructure (i.e., the Integrated Data Platform) and data security to provide enterprise-wide access to self-service capabilities and data within a secure and compliant data architecture. Serves as a technical product owner, defining objectives and implementing capabilities that support modern delivery, including CI/CD adoptio and tooling to ensure the quality and security of development workflows. Oversees the monitoring and documentation of baselines and releases of configuration information for formal test and delivery, ensuring that necessary data is available for use by those producing and/or using the baseline.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following (1) leading the design and implementation of scalable, cloud-native, modern data architecture and infrastructure that support the delivery of Artificial Intelligence models and insights; and (2) providing data products and/or analytics to support oversight activities such as audits, evaluations, and investigations; and (3) developing relationships with partner organizations through trust and consensus-building to drive successful outcomes; and (4) experience building data infrastructure and/or pipelines that integrate with Medicare and/or Medicaid data. In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
