Job Summary: This National Guard position is for a IT SPECIALIST (APPSW) (TITLE 32), Position Description Number D0264P01 and is part of the FL USPFO, National Guard.

Major Duties:

  • As a IT Specialist (AAPSW), GS-2210-07/09/11, you will perform reviews and analyze the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems. Receive and evaluate requests for data processing projects. Requests are normally general in nature without specific information on input/output data and hardware instructions. Conducts studies concerning the feasibility of proposed new systems development projects. Determine time and cost savings, man-hour and material requirements, hardware capabilities, and overall impact on resources. Advises on the best methods to accomplish the project. Works closely with customers to determine required functional requirements and to translate functional requirements into design specifications.

Qualifications: AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency with dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. MILITARY GRADES: Officer/Warrant Officer/Enlisted, O5 & Below GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process? Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems SPECIALIZED EXPERIENCE: GS 07 Must have at least one year of specialized experiences at the GS-05 level or the equivalent which provides knowledge and/or experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language; experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow. SPECIALIZED EXPERIENCE: GS 09 must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training in analysis of the interrelationship of pertinent components of the system; experience planning the sequence of actions necessary to accomplish the assignment; experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE: GS 11 must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 11 . STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
