The primary purpose of this position is: To serve as management and technical authority for the 505th Command and Control Wing's Shadow Operations Center-Nellis (ShOC-N) weapon system; provide support in the planning, design and implementation of improved information systems to meet the diverse testing, training, exercise and experimentation activities of the 505th CCW.

Major Duties:

  • Program Manager serves as Agile Product Manager for Shadow Operations Center Nellis (ShOC-N) software development teams. Serves as the primary interface for internal and external stakeholders regarding ShOC-N development team products and efforts. Serves a technical expert and software development leader for product development teams.

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying a full range of software development principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining software applications, designing, writing, testing, debugging, and maintaining complex applications software. Applying modem programming languages such as JAVA, C, C++, Go, Python, JavaScript, SQL, software development technologies. Applying knowledge of database technologies such as PostgreSQL, NoSQL, SQL, MySQL, MongoDB, Accumulo, and others. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of software development principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining software applications. 2. Knowledge of modem programming languages such as JAVA, C, C++, Go, Python, JavaScript, SQL, software development technologies. Knowledge of database technologies such as PostgreSQL, NoSQL, SQL, MySQL, MongoDB, Accumulo, and others. 3. Knowledge of Agile development principles, methodologies, and practices such as SCRUM, Kanban, Extreme Programming, and others and leading teams with such methodologies. 4. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. 5. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
