Job Summary: The Area Manager is located in the Office of Information and Technology, IT Operations and Services, End User Operations Continental District. The Area Manager provides leadership and resource management (finance, human, and acquisition), leading the development and implementation strategy required to manage IT End User Operations.

Major Duties:

Major Duties: The Area Manager plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration and the difficulty of the work and the capability of the employees; evaluates work performance of subordinates; gives advice, counsel, or instructs employees on both work and administrative matters; Interviews candidates for positions in the unit, recommends appointment, promotions, or reassignment to such positions; Hears and resolves complaints of employees, referring group grievances and more serious unresolved complaints to higher level supervisor; Effects minor disciplinary measures and recommending other actions for more serious cases; Identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production and increase the quality of work directed; Develop performance standards. Directs, coordinates or oversees work of supervisors and provides similar oversight of contractors; Exercises significant responsibilities in dealing with officials of other units, organizations or in advising management officials of higher rank Assures reasonable equity of performance standards and rating techniques developed by subordinates and assuring equity in assessment of contractor completed work; Directs a program or major program segment with significant resources; Makes decisions on work problems presented by subordinate supervisors; Evaluates subordinate supervisors or leaders and serves as the review official on evaluations of nonsupervisory employees rated by them; Makes or approves selections for subordinate nonsupervisory and supervisory positions; makes decisions on nonroutine Provides oversight in insuring the direction and depth of training provided for the various IT support staff through the End User Operations is adequate and the training meets the requirements of the District's and the Department. Work Schedule: Monday - Friday; 8:00am-4:30pm Compressed/Flexible: Not Authorized Virtual: Not Authorized. Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel requirement is up to 20% of the time. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves every day risks or discomforts that require normal safety precautions. Employee may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.

Qualifications: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Directing and/or providing technical guidance to improve IT programs and/or computing environment; providing direction, leadership and mentoring to staff; identifying and/or resolving root causes of problems that degrade delivery of essential Information Technology services; using technical expertise to analyze options for applications, communications and network changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
