Business Overview
The Technology Management Division (TMD) provides Corporate IT, and Cyber Security & Privacy Governance to Rakuten Group companies and essential business management for technology organizations, thereby enabling innovation and strengthening the technology foundation. Within TMD, the Technology Management Services Supervisory Department (TMSSD) plays a vital role in CIO Governance, IT financial management, IT procurement, Quality Management System (QMS), technology-related public relations, and human resources strategy. By promoting efficiency, quality, risk management, and organizational strength, we ensure that Tech Divisions remain agile and at the forefront of technological advancement.
Department Overview
The IT Strategy Department (ITSD) is responsible for formulating and executing Rakuten Group's overarching IT strategy. ITSD's core mission is to ensure the delivery of high-quality IT services, optimize customer satisfaction, and effectively manage strategically important initiatives.
The department is structured into four key units: the CIO Office, IT governance, Quality Management, and Tech PR ITSD's responsibilities encompass the oversight of group-wide and tech community wide initiatives.

Technology Division's IT Risk Management team oversees IT risk Management system building evaluation, and improvement activities.
Position Details
We are seeking project managers with specialized knowledge and experience to strengthen IT risk management activities and improve operations.
As an IT Risk team member, member is responsible for the establishment, evaluation, and improvement of the IT Risk (IT-BCP, ITGC, IT Resiliency, Crisis management etc) management.
Responsibilities
- Plan, execute, monitor, and respond to deficiencies in IT-Risk -compatible projects
- Improving the IT Risk framework and its operation.
- Management of project team
- Oversee the development and implementation of IT- Risk policies, procedures, standards, and promote compliance
- Ensuring the integrity and efficiency of IT- Risk through collaboration with other departments.
- Increasing awareness and education within organizations regarding IT-Risk management.
Mandatory Qualifications:
-Experience leading the implementation of products (e.g., SAP, ServiceNow, Salesforce) and business systems
-Ability to understand cross-functionally from infrastructure (e.g., cloud, network) to applications (e.g., databases, APIs) and engage in technical discussions
-Ability to lead solution proposals and build consensus for problem-solving among end-users, development teams, and external vendors
-Experience in IT Risk Management (including IT-BCP, ITGC, IT Resiliency, Crisis Management, etc.)
- Native Level Japanese language ability
- Business Level English (TOEIC 800 or above)
-Strong teamwork capability in a diverse team environment
- Deep Understanding of IT risk management frameworks and requirements
- Excellent consultation, problem solving, communication, interpersonal skills
- Strong verbal and written communication skills
- Strong ownership and sense of responsibility
Desired Qualifications:
- Server and cloud development and operations experience
- Experience in developing and implementing IT Risk Management frameworks (including IT-BCP, ITGC、 IT Resiliency, Crisis Management, etc.).
- Experience leading IT Risk Management projects.
- Diverse work experience and ability to work well in a team environment
- Experience in risk management
- Have a certification related to BCP, such as BCI, IRCA, DRII, BCAO, RMCA, or related to IT Control, such as CISA, CIA, or Systems Auditor Examination.
