Key Responsibilities:
Reports to: Food & Cash Assistance Manager
Key Result Areas:
LMMS-ITS and GDT System Management
- Oversees wireless connectivity issues between mobile devices, routers and roaming servers in field operations, installations of support systems for running of cooperate systems. E.g. Install FSA on Mobile apps
- and troubleshooting where necessary.
- Conduct downloads of the manifest to facilitate monthly and quarterly beneficiary’s verification.
- Conduct daily and Monthly data analysis to reconcile any of the discrepancy
- Provide access control to LMMS-ITS, GDT to the verifiers, field monitors and coordinators including Co-Partner staff where needed.
- Control and regulate the data bundle usages during the daily verifications exercise at all locations.
- Participate in mainstreaming Accountability to the Affected Persons (AAP) across all WFP and WV activities.
- Ensure data accountability to the management and key partners.
- Conduct data back for all the daily, monthly, and quarterly reports generated.
- Ensure protection to beneficiaries’ data generated during monthly and quarterly verification exercise on daily basis.
- Running the routine system updates required.
- Running daily and monthly data consolidation and reconciliation with the FSP and Mobile Money telecom companies where necessary with GDT reports.
- Conducting biometric system configuration.
- Ensure the safety and accountability of the GDT verification assets
People and co- Partner data and information Management
- Organize and build capacity of staff in beneficiaries’ identification, verification, and data management.
- Provision of supervisory to the verifiers and monitor them.
- Support in the capacity building in LMMS-ITS system for all WVU and Co-partner Staff.
CCTS/LMMS System operation
- Ensures correct functioning of CCTS/ LMMS in beneficiary registration, enrolment, household updates and commodity distribution activities. Troubleshoots technical problems as they arise (including forcing the movement of filed data to permanent data repositories).
- Help administer CCTS/LMMS system users within the project in coordination with the commodity officer / manager.
- Serve as technical point of contact/support for Food/cash Monitors and reports back to the HIR Coordinator.
- Work with HIR Coordinator for software in new systems development and field upgrades.
- Install CCTS/LMMS in roaming servers, mobile devices and perform system data updates as required for field use.
- Report technical failures, help to replicate problems and lead field installations with system upgrades/new releases.
- Document technical shortfalls within the existing mobile product offering and with new version releases
- Prepare reports in liason with HIR coordinator for upload relevant databases within WVI DGDB and CCTS/LMMS Global IT
- Coordinate with Co-partners to ensure accurate, timely reporting using the WVU/WFP standard systems.
Stake holders’ engagement
- Act a World Vision liaison staff with the WFP and UNHCR IT focal persons.
- Follow up with WFP IT focal persons on the CRNs list, FRNs list, and Quarterly Agency Banking beneficiaries list every month to facilitate manifest download.
- Participate in LMMS-ITS fora.
Minimum education, training and experience requirements to qualify for the position:
- A bachelor’s degree in IT, Computer science, Information system or any other related discipline from a reputable institution.
- At least 2 years of demonstrated experience in beneficiary’s identification and verification, participatory, community-driven facilitation skills and experience in data management with a reputable organization.
- Demonstrated ability to design/formulate monitoring tools.
- At least 3 years’ Experience of working with vulnerable communities.
- At least 2 years of hands-on experience with any of the UN-systems for example GDT of beneficiaries’ identification and verification.
- Knowledge and experience in interacting with WVI’s Systems like ITS_LMMS, HORIZON, CCTS, and DGDB
- Knowledge in health reporting systems (for Nutrition Projects).
Knowledge/Technical Skills
- Training in IT is an added advantage
- Ability to follow standard business support processes and procedures.
- Ability to create, manage and protect beneficiary data bases.
- Knowledge of standard office software packages, e.g. Microsoft word and spread sheet.
- Ability to provide information using courtesy and tact.
- Good analytical skills, report writing skills and ability to work under minimum supervision, attention to detail and able to multi-task.
- Excellent communication skills, both written and oral.

- Good training skills, hardworking, calm, mature, logical, culturally sensitive, result oriented and interest in humanitarian development.
- Fluency in written and oral English is a requirement, and ability to speak and understand Kiswahili, Kinyabwisha and Runyakitara, and Arabic will be an added advantage.
Preferred Skills, Knowledge and Experience:
List academic, technical skills or other knowledge preferred for this position.
- A bachelor’s degree in IT, Computer science, Agriculture, Nutrition, Food science, social sciences, or any other related discipline from a reputable institution.
- At least 2 years of Demonstrated experience in participatory, community-driven facilitation skills and experience in data management with a reputable organization.
- Demonstrated ability to design/formulate monitoring tools
- Humanitarian Protection and Accountability Partnership training
- Do No Harm in AID management training?
- First Aid training, World Vision Uganda.
