What You Will Be Doing
The HECC’s 5-year Information Technology Strategy and Modernization Plan lays down the path for how the agency will modernize itself, aligning to the Governor’s Modernization Plan and the State Enterprise Information Services (EIS) Strategic Framework. Completing the intended scope of the Modernization Project will enable the HECC to replace three legacy systems by consolidating data into one IT platform, to store its data and meet the agency’s needs.
You will provide analysis for the agency’s Modernization Project. You will design, develop and configure new technical solutions to meet business objectives in coordination with vendors and agency technical and business staff. You will translate and communicate complex business problems and technical solutions to internal and external project partners and coordinate work efforts to achieve program and project goals and objectives. You will facilitate system design and testing meetings, acting as a subject matter expert to make informed decisions on behalf of the agency.
The Work at a Glance
Business/Policy Analysis - Provide policy and process expertise to guide system change implementation, analyze impacts on systems and configurations, and advise project leadership on operational design and policy options that support HECC’s goals.
Project Activity Facilitation and Support - Lead requirements gathering and validation, process mapping, and change management activities to support adoption of the new HECC systems, while coordinating testing, tracking success metrics, and ensuring a smooth transition to operations and maintenance with ongoing user support.
Documentation - Develop and review project documentation—including business and functional requirements—to accurately capture current and desired outcomes for subsystems, reports, forms, and interfaces.
Production Support - Evaluate user requests to identify training, system, or change needs; support production issue resolution and prioritization; and facilitate Go-Live readiness and user support activities.
Project Management and Coordination - Coordinate and support all phases of the HECC Modernization systems lifecycle—including planning, configuration, testing, training, and release—while serving as the primary liaison among stakeholders, developers, and end users. Manage solution requests, track progress in Azure DevOps, support decision-making, and contribute to modernization efforts through collaboration, documentation, and change management activities.
This is a full-time limited duration and rotation opportunity headquartered at HECC’s Salem Office and is not represented. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely.

What We Need (Minimum Qualifications)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work related to IT project management and/or IT business analysis.
OR;
Any combination of experience and education equivalent to seven years of experience in IT project management and/or IT business analysis.

Excellent verbal and written communication skills to effectively convey ideas, recommendations, and technical information with a variety of audiences.

Organizational skills –
Attention to detail and the ability to organize and coordinate multiple work streams simultaneously to meet objectives and goals.
Self-motivated and organized with a proven ability to work autonomously and collaboratively to meet deadlines.
Business Analyst/Project Management skills –
Experience evaluating the effectiveness and efficiency of operational processes or events that included requirements gathering, analysis, interpretation, and recommendations for an IT project. Experience in assessment and analysis of business needs and system design.
Planning and Prioritization Workload –
Ability to actively participate and work closely with project staff, project leadership, and program staff regarding all phases of an IT project, with a good understanding of technical systems and process analysis.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
Future Vacancies: We may use the candidates from this posting to fill future vacancies, including vacancies in similar classifications and salary ranges. This position may become permanent if future funding becomes available.
