The primary purpose of this position is responsible for assessing the IT capabilities supporting the operations of Air Force Intelligence, Surveillance and Reconnaissance (ISR) through the mission networks and areas supported by the AF Distributed Common Ground System and making recommendations to the 480th ISR Wing (ISRW) Commander, senior leadership, Major Command (MAJCOM) and 16 AF Headquarters Staff.

Major Duties:

  • DUTY 1: Serves as the Wing's functional lead for GEOINT integration. Oversees completion of implementation and sustainment processes for new/upgraded/modified systems integration into weapon system and National Mission Partner (NMP) architectures under the 480 ISRW control. DUTY 2: Provides technical guidance, advisory support, and assistance on acquisition strategies and/or major phases for GEOINT ISR capability modernization. DUTY 3: Serves as the 480 ISRW/SC functional lead for special projects relating to GEOINT and other ISR collection/exploitation initiatives. DUTY 4: Represents 480 ISRW and AF DCGS IT requirements and equities at conferences/meetings. Leads and/or participates in high level, complex technical discussions, meetings, conferences, seminars, working groups and committees with senior representatives from the DoD, AF, MAJCOM, NAF, Coalition and IC partners to address complex issues relating to program planning, advanced technologies, support system concepts, IT system interoperability and special projects.

Qualifications: This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of a wide range of IT principles and systems analysis concepts and techniques, as well as, new and emerging information technologies and solutions that focus on DCGS IT requirements and GEOINT ISR capabilities. Advanced knowledge of customary approaches, techniques, requirements, and strategies, to implement and integrate system enhancements and changes as well as release and testing methodology. In-depth knowledge of existing policies and governance for GEO INT ISR and associated IDCGS IT systems. In-depth knowledge of IC security directives and standards. Advanced skills in project management and systems integration with the ability to research, analyze, interpret, and apply rules/regulations/procedures. Ability to understand and translate user/system requirements into enterprise change documentation and/or technical solutions; and ability to communicate effectively both orally and in writing, in order to produce technical reports and/or briefings for multiple forums and audiences. Ability to make decisions independently and in a self-directed manner in support of a team and/or organizational goals. CONDITIONS OF EMPLOYMENT CONTINUED Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments OR Travel by commercial or military conveyance in accordance with Joint Travel Regulations (JTR) may be required in performance of temporary duty (TDY). Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
