Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may offer a hybrid (telework, remote) schedule, depending on the needs of the Judicial Branch.
The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).
The IT Business Systems Analyst Senior/Lead will be part of the Data Integrity & Analytics (DIA) Department and acts as the liaison between management, users, and technical professionals. The Business Systems Analyst Senior/Lead position queries data from court databases, creates and distributes data reports, provides functional analysis of judicial and business processes used to conduct operations, and is responsible for the identification, development, and recommendation of business process changes and improvements. This position would be part of the DIA team that supports the Superior Court.
The Data Integrity and Analytics Department objectively and creatively communicates data analytics in a straightforward manner to all audiences, supports policy and decision-making by assessing case flow processing, fairness, and access to justice for the public, and other data-driven needs. The DIA helps the Judicial Branch enhance services, promote trust, and govern its own affairs. The DIA uses resourcefulness and data analytic knowledge to measure and help improve the process, results, efficiency, quality, effectiveness, program outcomes, policy outcomes, and outputs of the Judicial Branch every day.

Position Qualifications

Education:
Bachelor's degree in Computer Science, Information Systems or a related field
Experience:
Three (3) years of business analyst experience, or experience working with data and creating reports from data sets
OR
Combined education and experience qualifications:
An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis.
Our Preferred Candidate has:
Direct experience in a court environment
Experience in SQL, SQL Server Management Studios, SQL Server Reporting Services, Crystal Reports, or MS Access.
Knowledge of test-driven development
Project management experience

Essential Job Tasks

Query data and provide reports that are used for data quality, routine statistics, and ad hoc projects.
Manage complex projects and communicate with high-level customers.
Responsible for the review of the quality of reports to ensure the data that is being provided meets the needs of the department.
Reviewing and updating codes for reports to ensure that they incorporate changes made to business requirements, department needs, and data enhancements.
Work closely with developers to ensure that changes made in the testing environment translate correctly to production.
Meet and collaborate with management and system users to understand and evaluate business processes to develop reports and data sets.
Gather and format information to create reports and data sets for management or other purposes as needed.
Gather requirements for functionality and analyze the impact of proposed changes to databases and reports.
Independently conduct judicial or business process analysis and needs assessments and provide corresponding recommendations for process and/or system changes.
Troubleshoot report problems with other divisions, departments, and organizations and recommend solutions.
Analyze the feasibility of and develop requirements for new reporting systems or enhancements to existing systems to ensure the system design fits the needs of the users.
As needed, work closely with programming and department employee groups to develop, test, and implement solutions or system modifications.
Develop, administer, and publish an open list of projects, problems, and assigned tasks.
Participate in or provide end-user training, interpreting, and translating functional technical terms to make them understandable to the end user.
May provide technical assistance to system users.
May mentor and lead business analysts to provide guidance and oversight on their assigned projects.
May provide suggestions to the development team during the development stage of the product to meet the client’s business needs.
May use and specify tools to create project diagrams, flowcharts, and written specifications, including wireframe design.
Working conditions:
While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County. This position may be reassigned to other locations. Assignments will be made based upon the needs of the department.
