Job Summary: This position is located in the IT Asset Management Division, IT Risk Management Directorate, Office of the Chief Information Officer. The position description number for this position is 464536. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Major Duties:

  • This permanent position is eligible for 100% distant telework/remote. The salary range advertised reflects salary for the Washington DC Locality Area. The actual salary range for candidates outside of the Washington DC Locality Area may differ. The incumbent supports the Library's IT asset management program. As such, the incumbent is responsible for performing centralized IT asset management functions, processes, and solutions. Moreover, the incumbent is responsible for maintaining integration among IT asset management functions and other related processes and solutions. Develops and enhances processes and automation for IT asset life cycle management. Ensures IT asset management processes are conducted in line with agency policies and standards. Working with stakeholders, identifies current and future IT asset needs, formulating plans and recommending actions to optimize the IT asset portfolio. Advises project, program, infrastructure and application portfolio managers on software licensing and compliance. Develops, implements, and manages production of IT asset life cycle management status reporting, metrics, and benchmarks. Designs, develops and administers information technology systems and tools in a specific specialty area to meet complex new or modified current or future business requirements. Monitors the performance of these systems, adding enhancements, modifications, and additional features as requested by management and end users. Serves as an expert on IT asset management tools. Evaluates and analyzes existing processes and automated solutions for continued effectiveness in meeting business and technology needs. Identifies deficiencies in existing process and automated solution design and recommends improvements. Analyzes process and automated solution performance, efficiency, stability, interoperability, portability, security, and scalability, and implements improvements. Reviews data submissions and automatically collected data to identify discrepancies and works with submitters and stakeholders to effect corrections. Manages and coordinates contract administration activities for long-term, extensive technical service contracts. Independently evaluates contractor procedures for the analysis, design, development, test, and support of IT systems. Directs the installation and maintenance of computer hardware and software supplied by the equipment manufacturers or software development companies.

Qualifications: Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of IT asset management (ITAM) practices.** Ability to operate and enhance automated IT asset management tools.** Ability to identify and analyze metrics. Ability to create guidelines and requirements. Ability to perform quality assurance. Ability to interact collaboratively with others. Ability to communicate effectively other than in writing.
