Anglian Water offers a flexible approach, this role provides you the flexibility to work from home and from an Anglian Water office. Your base location will be in Thorpe Wood House in Peterborough, but you’ll also be working at Lancaster House in Huntingdon. You would be expected to work in the office a minimum of 3 days a week.
Are you ready to shape the future of investment strategy at one of the UK’s leading water companies? We’re looking for an experienced and forward-thinking Investment Strategy Manager to play a pivotal role within our Strategic Asset Management (SAM) directorate.
Reporting to the Head of Strategic Investment Management (SIM), you’ll take a leading role in developing and driving forward-looking investment plans that ensure Anglian Water’s business plans deliver best value, are financeable, and fully achievable. You’ll be at the forefront of ensuring the right level of investment is secured through regulatory processes, while continuously enhancing our investment governance and decision-making frameworks.
This is a highly influential role, working across all areas of the business to ensure our investment plans align with Anglian Water’s overarching purpose and long-term strategic goals — including our Water Resources Management Plan (WRMP), Drainage and Wastewater Management Plan (DWMP), Water Industry National Environment Programme (WINEP), and Long-Term Delivery Strategy (LTDS). Your work will directly contribute to delivering sustainable improvements to our assets, the environment, and the communities we serve.
As Investment Strategy Manager, you’ll collaborate with senior stakeholders across Anglian Water to ensure future AMP business plans stand up to both internal and external scrutiny. Once investment is secured, you’ll oversee effective capital investment management through our stage gate investment process, ensuring transparency, compliance, and delivery of business outcomes.
Working closely with our Programme Delivery Partner (PDP), you’ll drive the continuous improvement of our end-to-end totex investment framework — promoting robust decision-making, value-driven investment, and alignment with six capitals thinking.

What you’ll be doing:
Strategic Investment Portfolio Planning & Assurance
Lead portfolio planning and value management to maintain a healthy capital programme aligned with Anglian Water’s strategic goals and regulatory frameworks (WRMP, DWMP, WINEP, LTDS). Ensure visibility of performance, enable informed investment prioritisation, and support annual capital budget planning.
Totex Investment Governance & Continuous Improvement
Oversee the governance and assurance of capital investments through a robust end-to-end totex framework. Drive best-value decision making using six capitals thinking, manage the Risk, Opportunity & Value (ROV) process, and champion continuous improvement by embedding lessons learned and enhancing systems, data, and processes.
Regulatory Price Review & Submissions
Lead the development of forward-looking investment plans that secure appropriate regulatory funding to deliver Anglian Water’s long-term strategies. Coordinate price review submissions, manage regulatory reporting requirements, and translate lessons learned into actionable improvements for future submissions.
Reporting & Investment Management Systems
Own and enhance investment planning and management tools to ensure compliance (including ISO 55001), effective capital risk management, and alignment across Finance, Commercial, Regulation, and Delivery teams. Support the introduction of enterprise-level investment systems and continuous improvement initiatives.
Team Leadership & Development
Provide visible, values-led leadership that fosters collaboration, inclusion, and wellbeing. Develop and motivate the Strategic Investment team, ensuring clear objectives, alignment to company purpose, and strong engagement. Support the Head of SIM in building a high-performing, purpose-driven team culture.

What does it take to be successful?
Degree or equivalent in relevant subject
Significant post qualification experience in asset management, engineering or front-line operations.
Professional qualification / registration with relevant body (e.g. CEng, IAM).
Proven understanding of strategic business / portfolio planning.
Leading long-term planning cycles and aligning investments with business goals.
Proven experience in the creation and development of regulatory submissions to justify and secure investment at the regulatory interface, including deliverability and finance ability associated with environmental, asset and service quality need.
Experience and well-developed understanding of regulatory price control mechanism Y
Proven experience of management of capital spend through an end-to-end stage gate governance framework approach.
Significant experience of a Risk, Opportunity & Value (ROV) approach aligned to 6 capitals thinking and value frameworks
Experience in change management and demonstratable examples of continuous improvement of a process.
Financial Planning & Analysis - Experience in budgeting, forecasting, and ROI analysis
Business Acumen. Understanding how portfolio decisions impact broader business strategy and investment prioritisation.
