General Description of the Programme:
Established in 1977, GOAL is an international humanitarian and development agency, committed to working with communities to achieve sustainable and innovative early response in crises, and lasting solutions to poverty and vulnerability. GOAL has worked in over 60 countries and has responded to almost every major humanitarian disaster. We are currently operational in 18 countries.
GOAL began operations in Syria in 2013 responding to the acute needs of conflict-affected communities. GOAL's areas of operations include but not limited to Aleppo, Idleb and Lattakia Governorates, and is expanding to new governorates in Syria. Programmes focus on Food and Nutrition Security, WASH, Shelter, Livelihoods/ERMS and Emergency Response with an emphasis on cash and voucher modalities. GOAL Syria implements its programmers directly, with over 500 staff based in Syria, and through Syrian NGO partners. GOAL's programme works at the household and community levels to improve community resilience and household coping strategies
Job Purpose:
Working within the GOAL Syria Investigation Department, the main function of the Investigation Manager (IM) is to support the Investigation department to ensure that GOAL Syria’s investigation systems are implemented effectively. Ensure all allegation received from accountability team is being logged in the investigation database with the relevant information. A part of the role is to ensure a systematic reporting on investigation data, as well as for GOAL’s Partner organizations.
On the other hand, the IM’s workload will be to ensure that GOAL’s investigation reports are summarized as per donor rules and regulation, ensuring the investigation data are properly managed and documented into the investigation record with close coordination with the investigation team. Ensures investigation strategies, plans and approaches are met. Leads in Serious, Sensitive and Safeguarding Committee meetings. Follow up on the serious complaint’s committees’ recommendations, including connecting with GOAL different departments to provide guidance and support to address these recommendations.
Lastly the IM will be responsible to provide and manage the Safeguarding cases from protection background and experience with high sensitivity and confidentiality.
Duties, objectives and competencies
Investigation Oversight & Case Management
The Investigation Manager will oversee the full lifecycle of investigations, ensuring that allegations received through community feedback mechanisms are properly recorded, assessed, and managed in line with established procedures. This includes maintaining robust systems for tracking cases, documenting findings, and ensuring that all actions are completed and reported. This role requires ensuring that investigation processes are systematic, transparent, and compliant with organizational standards.
Systems Strengthening & Strategic Development
A key aspect of the role is to continuously improve investigation systems, tools, and processes. The Investigation Manager will develop and maintain tracking systems, ensure adherence to data protection standards, and introduce improvements that enhance efficiency and transparency. The role will also involve conducting periodic reviews of investigation practices and providing strategic recommendations to strengthen organizational systems and mitigate risks.
Strategic Coordination:
Working closely with senior management and cross-functional teams, the Investigation Manager will lead on the handling of serious, sensitive and SG cases, ensuring effective coordination and timely resolutionThe role will support strong collaboration with internal departments and partners to ensure consistent, high-quality outcomes.
Reporting & Compliance
The role will be responsible for developing and delivering clear, concise, and strategic reports for senior management and donors. This includes regular reporting on investigation cases, trends, and outcomes, as well as ensuring that all reporting requirements are met in a timely and accurate manner. The Investigation Manager will also contribute to the development and refinement of policies, procedures, SOPs, and reporting frameworks to enhance organizational compliance and accountability.
Leadership & Team Management
The post holder will lead and manage the Investigation Unit, providing technical oversight, guidance, and continuous capacity building to team members. The role will also extend to strengthening the investigation capacity of partner organizations through targeted training and support. By fostering a culture of accountability, professionalism, and ethical conduct, the Investigation Manager will ensure that teams are well-equipped to respond effectively to safeguarding and compliance challenges.
