Job Summary: The position is located in the U.S. Department of Commerce, Bureau of Industry and Security (BIS), Office of Information Communication Technology and Services. (OICTS) The office fulfills responsibilities in reviewing information and communications technology and services (ICTS) supply chain transactions and the effects on national security, the digital economy, public safety and security and critical infrastructure mandated through Executive Order 13873.

Major Duties:

  • As an Investigation & Compliance Specialist, you will perform the following duties: Plans and manages major and continuing investigation/compliance programs which involves high-priority cases which are central to agency objectives. Acts as agency authority and spokesperson to other government agencies and foreign counterparts. Evaluates and completes requests for industry regulatory exceptions (authorizations) and voluntary disclosure. Develops and implements significant new program strategies. Analyzes key policy questions in the investigation/compliance area and makes significant agency decisions, policy recommendations and positions. Evaluates mitigation adherence and effectiveness; performs compliance field work; audit compliance reviews; and determines suitability of national security agreements. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Designing, overseeing, or executing a comprehensive regulatory compliance program within a national security framework, including monitoring corporate entities, developing a mitigation agreements and/or equivalent measures, and Investigating potential violations that could lead to a civil or criminal penalties, as well as supporting associated enforcement actions.
