Background

The Comprehensive Immunization Program (CIM) seeks to promote and coordinate technical cooperation and alliances to support, as part of the guarantee of healthcare as a right to all, the efforts from the Member States to achieve the sustainable and equitable reduction of morbidity and   mortality   from   vaccine-preventable   diseases   (VPD)   through   control   and   elimination strategies to improve the quality and life expectancy of towns in the Americas.

For over 40 years, the success of the Expanded Program on Immunization (EPI) has made  the Region  of  the  Americas  a  global  leader  in  the  elimination  and  control  of  vaccine-preventable diseases  (VPDs),  such  as  smallpox,  polio,  rubella,  congenital  rubella  syndrome,  measles,  and neonatal  tetanus.  Since the creation of the EPI in 1977, countries have moved from using six vaccines in their national vaccination schemes, to an average of  more  than 16  vaccines, which represents greater protection for the population.

 

Under the direct supervision of the Program Management Specialist, and the general supervision of the Executive Manager CIM, the incumbent is responsible for, but not limited to, the following assigned duties:

 

  • Provide technical support in the design, negotiation and implementation of technical cooperation projects, performance monitoring and assessment, and use of evaluation tools to support the sound management of regular funds and funds from other sources; provide strategic support and inputs to develop new program initiatives to support the program of work.

  • Support the preparation of technical reports, in coordination with the officer implementing the project/activities.

  • Support the programmatic impact and ensure a high level of quality, accuracy of methods used to verify progress and the results.

  • Facilitate   the   coordination   among   CIM team members   and   support   them   in   program management issues, specifically  with  issues  related  to  the  results-based  management framework;

  • Act as liaison with staff in country offices implementing immunization funds to support planning, budgeting and reporting for activities at national level.

  • Technical Expertise

    −Practical knowledge of results-based management concepts and tools and their applications especially as related to outcome formulation and indicator development.

    −Theoretical  and  practical  knowledge  of  international  technical  cooperation,  with emphasis on  the negotiation and management of international cooperation programs and projects.

    −Mature  judgment,  strong  technical,  analytical  and  conceptual  skills;  demonstrated  ability to  assess, analyze, synthesize and provide recommendations on key technical issues.

    −Ability  to  integrate  managerial  and  technical  inputs  into  recommendations  for  decision-making processes; ability to manage multiple issues and tasks in a complex organizational environment.

    −Ability to create and advocate innovative approaches to facilitate and enhance project management capacity, as well as monitoring of these processes.

    −Excellent  organizational  and  analytic  skills combined with  strong  professional oral  and  writing  skills including  the  development  of  reports,  oral  presentations,  and  technical/persuasive  documents  for consideration at the highest levels of the Organization.

  • Education (Qualifications):

    Essential:  A bachelor’s degree in health or social science from a recognized university.

  • Experience:

    Essential: At least five years of combined national and international experience in the fields of health planning, project  management, monitoring ,and  evaluation,  including  experience  in  strategy  formulation  and strategic resource allocation.

  • Languages:

    Very good knowledge of Spanish or English with a working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.

  • IT Skills:

    Demonstrated ability to effectively use current technology and software, spreadsheets, and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software  programs  such  as Microsoft  Excel,  Outlook,  OneDrive,  PowerPoint,  Teams, SharePoint, and Word are considered essential.

  • Workplace:

    Consultant will work from place or residence remotely.

  • Duration: 6 months with the possibility of extension until 24 months, depending on satisfactory performance and the availability of financial resources.

  • Remuneration: Band B: $258 (daily rate).
