Job Summary

KBR seeks a highly organized and detail-oriented Operations Specialist with Foreign Military Sales (FMS) experience to serve as a key operational integrator within the International Program Office. This position supports multi-billion-dollar FMS cases and international cooperative defense initiatives and functions as a mission-critical enabler rather than a purely administrative role. The Specialist directly supports International Program Managers (IPMs) and senior IFMC leadership in lifecycle management of FMS cases—from funding validation and documentation development through execution tracking and audit readiness. Responsibilities include supporting Letters of Request (LOR) and Letters of Offer and Acceptance (LOA) processing, case line tracking, financial reconciliation, and coordination with U.S. Army Security Assistance Command (USASAC), Defense Security Cooperation Agency (DSCA), and partner nation representatives. Operating at the intersection of acquisition, finance, security, and international engagement, the Specialist ensures compliance with export control laws, foreign disclosure policy, CUI safeguarding requirements, and IFMC modernization objectives. The role requires strong analytical skills, situational awareness, and the ability to coordinate across engineering, contracting, budget, logistics, and security stakeholders in a fast-paced program environment.

Roles and Responsibilities

  • Process and track Standardized IFMC Requests for Funding (SIRF) for high-value FMS cases, ensuring accuracy and coordination with IPMs, budget analysts, and functional leads.
  • Serve as lead coordinator for Foreign Visitor Requests (FVR), managing requests from submission through closeout in compliance with Army foreign disclosure and security policies.
  • Coordinate with the Foreign Disclosure Office (FDO) to ensure documentation is properly vetted and cleared prior to foreign release.
  • Provide Staff Action Control Office (SACO) support, tracking taskings, coordinating responses, and ensuring timely completion.
  • Support IPMs in validating funding availability, tracking case execution, managing case documentation, and maintaining archival records.
  • Assist in development and staffing of LORs, LOAs, amendments, modifications, and funding realignments.
  • Maintain official records and digital repositories (e.g., SharePoint) for funding actions, disclosure reviews, visitor requests, and staff taskings.
  • Coordinate with USASAC, DSCA, Army financial management offices, and internal stakeholders to ensure Security Assistance compliance.
  • Monitor case execution metrics and prepare briefing materials for senior Army leadership and foreign partner delegations.
  • Facilitate cross-functional coordination among engineering, contracting, security, budget, and program management teams.
  • Support senior-level international engagements through preparation of read-ahead materials, action tracking, and post-engagement follow-up.
  • Ensure compliance with National Disclosure Policy (NDP-1), ITAR, Army regulations, and CUI handling requirements.
  • Maintain documentation to support audit readiness and lifecycle accountability of FMS cases aligned with IFMC air and missile defense systems.

Basic Qualifications

  • Bachelor’s degree in Business Administration, International Relations, Public Administration, or related field.
  • Minimum of three years of experience in FMS, foreign disclosure, or operations program support roles.
  • Experience processing funding requests, staff actions, visitor requests, or disclosure coordination.
  • U.S. citizenship required.
  • Active Secret clearance (or higher) required.

Preferred Qualifications

  • Experience supporting FMS, Security Cooperation, or international defense programs.
  • Experience processing SIRF or similar funding documentation.
  • Experience supporting Foreign Disclosure Office operations and CUI handling procedures.
  • Experience supporting task management systems and staff action tracking.
  • Familiarity with Army systems such as GFEBS, DSAMS, or SharePoint-based workflow tools.
