The Managing Director, International CIO Strategy & Global Operating Model is accountable for defining, embedding, and executing the International CIO strategy across Global Technology Services (GTS). The role provides end‑to‑end ownership of international technology strategy, location and hub design, country governance, and operating model transformation.
The role partners directly with the International CIO and GTS leadership to reshape who GTS operates globally aligning delivery, governance and headcount footprint to the business, regulatory and growth priorities.
Key Responsibilities
International CIO Strategy
· Own and evolve the International Office of the CIO strategy, translating vision into a clear, executable multi year roadmap
· Act as a strategic integrator across regions ensuring alignment to enterprise and GTS priorities
· Drive clarity of roles, responsibilities and engagement models between Global CIO, International CIO and regional leaders
GTS Location Strategy & Hub Model
· Lead and embed the GTS location strategy, transitioning from fragmented sites to a hub based delivery model
· Define the purpose, scale and capacity mix of each hub including core, satellite and specialist locations
· Ensure location decisions balance cost, risk, resilience, talent availability and regulatory constraints
Country Governance and Legal Entity Alignment
· Provide oversight on clear country level governance across all International GTS locations
· Ensure technology delivery, risk, controls and decision making are appropriately aligned to local legal entities, regulators and country management
· Remove ambiguity between global, regional and local ownership, ensuring appropriate accountability for each country and hub
Regional Business Enablement
· Ensure GTS Is adequately and proactively supporting business leaders across EMEA, APAC and other international regions
· Ensure there is a consistent engagement model between GTS and business lines outside of North America
GTS Operating Model Transformation
· Act as the transformation lead for how GTS operates internationally
· Simplify and standardise processes, governance and delivery models across regions
· Reduce duplication, fragmentation and inconsistent practices across locations
· Partner with Technology Governance, Risk, Finance and GHR to embed new operating model into financial planning, talent and workforce strategy, performance management and risk and control frameworks
Creation of New Hubs / New Offices
· Act as GTS International lead on enterprise location strategy workstreams
· Lead the design, approval and launch of any new locations for GTS within International remit
· Act as senior sponsor for the GTS efforts in the creation of new Middle East location
Education and Preferred Qualifications
· A minimum of 10 years experience within an operations and technology role with a proven track record in strategy and planning
· Proven senior leader operating at enterprise and multi-region level
· Strong executive presence with the ability to influence across business, technology and business stakeholders
· Comfortable owning ambiguity whilst delivering decisive transformation
· Strong strategic mindset combined with hands on execution credibility
· Trusted partner to CIOs, COOs and business leadership
· Exceptional communication skills and relationship management capabilities
· A relevant graduate degree or masters qualification that can be leveraged in this
