Job Summary: The Office of Financial Management (OFM) serves as the focal point for the SEC's financial matters by providing direction, planning, and oversight for financial policy and procedures, financial reporting, accounting policy and systems, internal controls management, and auditing. This position is in the SEC's Office of Financial Management, Internal Controls Branch.

Major Duties:

  • In this role as an Internal Risk and Controls Analyst, you will be responsible for: Participating in the design, implementation, and assessment of internal control processes and systems to include IT general and application controls over designated systems and complementary user entity controls over Service Provider systems. Implementation of the controls plan to include, but not limited to, documented narratives outlining internal control procedures, statistical sampling, developing test plans, procedures and results. Coordinating and tracking external audits and reviewing and assisting in responses to audits, program evaluation, and other management-related questions generated by the Agency, OMB, GAO and the IG's Office for a wide range of offices and divisions. Recording complete analysis of risk assessments and internal controls. Maintaining proficiency in creating and interpreting spreadsheets in Excel. This could include the need to understand data relationships. Providing advice regarding compliance with OMB A-123, GAO Greenbook, and the Federal Manager's Financial Integrity Act (FMFIA), regulatory compliance. Serving as an internal controls adviser within the Internal Controls Branch providing functional support for the administration, maintenance, and operation of the SEC's risk and controls program. Designing and running reports/dashboards within the GRC tool for Management while ensuring ongoing accuracy. Proficient communications skills to convey technical information and to present financial information to a wide range of audiences. Having strong interpersonal skills to interact effectively with SEC senior officials, supervisors, and co-workers.

Qualifications: Time-in-grade for this announcement is one year at the GS/SK-12 level. MINIMUM QUALIFICATION REQUIREMENT: SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level. Specialized experience includes: 1) Participating in the design, implementation and assessments of internal controls; AND 2) Coordinating and tracking external audits and reviews; AND 3) Preparing, reviewing and analyzing account reconciliations to perform testing and advise management of the outcomes; AND 4) Reviewing and analyzing of the OMB A-123 circular, Federal Managers Financial Integrity Act (FMFIA) and/or the GAO Greenbook to provide advice to management regarding compliance ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies.
