Job Summary: About the Position: This position serves as a Cost Engineer with primary responsibility for preparation of military, civil, and HTRW cost estimates.

Major Duties:

  • As a Cost Engineering, you will:
  • Plan, coordinate, and facilitate Cost and Schedule Risk Analysis (CSRA) meetings. Complete CSRA contingency analytical analysis calculations and develop CSRA reports.
  • Review AE provided Cost Estimates, Construction Schedules, and CSRA Reports. Support completion of DoW Construction Agent Assessments and Design Maturity Assessments.
  • Prepare all estimates in compliance with current criteria from the Office of the Corps of Engineers (OCE).
  • Develop and maintain a thorough working knowledge of all currently used cost estimating software including MII, the MCACES Life Cycle Cost module, RACES, TRACES Suite of software, Hazrisk, etc.
  • Serve as lead estimator on very large projects including hydropower and MILCON projects.
  • Develop construction schedules using industry recognized construction scheduling software to support development of cost estimates and realistic construction contract period of performances.
  • Represent District at meetings with professional engineering, managerial representatives and industry executives, including visits to contractors in promoting and training on cost engineering applicable to Government contracts and items.

Specialized Experience: One year of specialized experience which includes applying professional engineering knowledge to value engineering and cost estimating in the preparation and evaluation of value engineering proposals as well as the preparation of detailed and parametric cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Civil Engineering Specialty Design Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). In addition to meeting the Specialized Experience requirement above, to qualify for this position you must also meet the Basic Qualification requirements listed below. Basic Education Requirement for a Landscape Architect: A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design. OR B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design
