Job Summary: You will serve as the Facility Space Planning & Design Criteria Manager in the Engineering and Criteria Programs Office, Planning, Design & Construction Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.
Major Duties:
Qualifications: Selective Placement Factor (SPF): This position has an SPF which is certification as a Certified Planner by the American Institute of Certified Planners (AICP) for the 0020 series, current registration as a Professional Engineer (PE) for the 0801 series or Architect (RA) for the 0808 series. PE/RA registration may be from any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current certification/registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF and Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning and/or design criteria development (establishing criteria) or implementation (using planning and design criteria on project efforts) associated with Department of the Navy (Navy and Marine Corps) facilities; 2) Facility space planning development through planning or design experience, i.e. conceptualizing, developing, producing, understanding, and using plans, models, maps, and analytical/graphical software, used to produce drawings, specifications, and other technical documents (technical criteria documents); 3) Familiarity with related planning, engineering or architectural fields and knowledge of multidiscipline facility planning and design.; and 4) Familiarity or knowledge of facilities engineering, facilities design and design development, systems engineering and building materials, methods, systems, and equipment used in construction. Applicants for the Professional Community Planning Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
