The primary purpose of this position is to serve as a senior technical subject matter expert, providing professional and scientific expertise in performance of work requiring knowledge and application of engineering, principles, methods, and techniques. ***Salary ranges includes local market supplements***

Major Duties:

  • 1. Performs multidisciplinary professional engineering in the application of electronics, mechanical, and aerospace disciplines in the analysis, assessment, and estimation of the performance, capabilities, limitations and vulnerabilities of foreign aerospace weapons systems and subsystems. Applies expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to perform engineering analysis and capture aerodynamic and electronic systems and subsystems characteristics. 2. As a recognized expert, manages analytic partnerships. Initiates, develops and directs technical intelligence research and analysis toward determining the limitations of foreign weapon systems. Conceives and develops new methodology for exploitation of technical intelligence data pertinent to countering foreign weapon systems developments. 3. Attends meetings, conferences, briefings, and working groups to provide engineering, intelligence findings and champion organization objectives. Represents the organization during visits with government and industry representatives. Prepares and presents briefings on technical and intelligence findings of project findings. Prepares technical reports on project findings. 4. Accomplishes professional development and maintains technical proficiency through professional interaction with intelligence community analysts, customers, technical and professional societies, symposia, research and development organizations and participation in formal training programs. Keeps current on emerging and contemporary technological and scientific techniques and research through independent study and reading/reviewing engineering journals and current literature.

Qualifications: This is an Interdisciplinary position that may be filled as a Aerospace Engineer, GG-0861-13, Electronics Engineer, GG-0855-13, Mechanical Engineer GG-0830-13 in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: AEROSPACE ENGINEER/ ELECTRONICS ENGINEER/ MECHANICAL ENGINEER GG-0861/0855/0830-13 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of engineering principles, standards, methods, techniques, practices and procedures to effectively apply engineering and scientific theories to the analysis, assessment and estimation of foreign aerospace weapon system and subsystem performance, capabilities and vulnerabilities. 2. Knowledge of the role intelligence plays through a weapon's system's life-cycle, operational planning and execution, policy; knowledge of the intelligence cycle and intelligence policy and guidance, and the structure organization, roles and missions and interrelationships of the national intelligence community. 3. Professional knowledge of principles, concepts, and methodologies of all-source scientific and technical intelligence (S&TI) analysis and the Defense Intelligence Analysis Program (DIAP). 4. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.
