Inter-Agency Coordination Associate
Organizational Setting and Work Relationships
The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he normally reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Provide support to the Senior Inter-Agency Coordination Officer (Inter-Sector Working Group and Sector Gender Focal Points Network Coordinator) and bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
- Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
- Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
- Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
- Coordinate, identify, process and elevate relevant topics/issues to Senior Inter-Agency Coordination Officer, referring to UNHCR policy decisions and guidance, when needed.
- Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group's agendas and work plans.
- Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
- Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
- Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desirable
Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills - with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset.

Mexico has consolidated its position as one of the most significant asylum countries globally, receiving large-scale and diverse mixed movements from across the Americas and beyond. The sustained increase in asylum applications, combined with complex onward movements, internal displacement dynamics, and pressure on national systems, continues to shape a highly operational and coordination-intensive environment. UNHCR Mexico operates in a decentralized structure with multiple field locations, supporting the Government—particularly COMAR—as well as engaging a wide range of stakeholders including UN agencies, international and national NGOs, civil society organizations, and development actors. The scale and complexity of the response require strong inter-agency coordination mechanisms to ensure coherent, efficient, and protection-centered delivery of assistance and solutions.
Within this context, the Inter-Agency Coordination function plays a critical role in supporting the implementation of the Refugee Coordination Model (RCM), strengthening sectoral and inter-sectoral coordination, and ensuring alignment between operational priorities and partner interventions. Effective coordination is essential to avoid duplication, promote complementarity, and ensure that cross-cutting priorities such as gender equality, age, diversity, and accountability to affected populations are systematically integrated across sectors. The Inter-Agency Coordination Associate (G6) will support the External Engagement Unit in facilitating communication and collaboration among sectors and partners, strengthening information management and reporting, and contributing to the planning and implementation of inter-agency strategies and response plans. The position requires close interaction with interagecncy specialized group coordinators, UN agencies, NGOs, and government counterparts, as well as strong internal collaboration with Programme, Protection, Solutions, External Engagement, and field teams. Given the dynamic political and operational environment in Mexico—including evolving migration policies, high public visibility, and regional coordination frameworks—the role requires adaptability, strong organizational skills, and the ability to manage multiple priorities while ensuring high-quality outputs and effective information flows.
Desired Candidate Profile:
Coordination & Operational Support
The ideal candidate demonstrates solid experience in inter-agency coordination within humanitarian or development contexts, with a good understanding of coordination structures such as the Refugee Coordination Model, R4V, regional structures in the Americas, and the UNSDCF, among others. The candidate should be able to support inter-agency coordination processes and group coordination, facilitate collaboration among partners, and contribute to the development and implementation of joint strategies, work plans, and response frameworks. Strong organizational and planning skills are essential to support meetings, working groups, and coordination platforms, ensuring follow-up on action points and alignment across stakeholders. Ideally the candidate has proven capacity in leading and/or management of interagency resource mobilization and multi-partner trustfunds.
Information Management & Reporting
The candidate should have proven ability to collect, analyze, and synthesize information from multiple sources, transforming it into clear and concise reports, dashboards, presentations, and coordination products. Experience supporting interagency reporting, situation updates, and inter-agency planning documents is highly desirable. The ability to manage information-sharing platforms, maintain coordination tools (e.g., meeting calendars, document repositories), and ensure timely dissemination of information is critical to the role.
Stakeholder Engagement & Communication
The incumbent should demonstrate strong interpersonal and communication skills, with the ability to interact effectively with a diverse range of stakeholders, including UN agencies, NGOs, government institutions, and civil society actors. The role requires the capacity to facilitate dialogue, support consensus-building, and ensure that key messages and coordination priorities are clearly communicated across partners. Strong drafting skills in both English and Spanish are essential.
Cross-Cutting & Protection Sensitivity
The candidate should demonstrate awareness of cross-cutting issues, including gender equality, age, diversity, and inclusion (AGD), and the ability to support their integration into any and all coordination processes. Familiarity with protection principles and the humanitarian context in Mexico—including asylum, mixed movements, and internal displacement—is highly desirable.
