Operational Context:
The Inter-Agency Coordination Associate operates within a complex, highly dynamic coordination environment under the Lebanon Response Plan (LRP), characterized by protracted needs, recurrent shocks, and constrained financial and operational resources. The position sits at the core of the Inter-Sector Coordination Group (ISCG) architecture and functions as the operational backbone of inter-agency and inter-sector coordination. The role provides day-to-day support to the ISCG Co-Chairs and serves as the primary linkage between inter-sector structures, sector coordination mechanisms, technical working groups, and task forces. The incumbent ensures continuity, follow-up, and quality control across ISCG products, decisions, and processes, and plays a key role in maintaining institutional memory and coherence across planning, preparedness, response, and reporting cycles. The position carries a significant secretariat function, including managing the LRP secretariat, tracking decisions and action points, supporting the development and consolidation of inter-sectoral products, and ensuring alignment between sector-level outputs and inter-sector priorities. Given the evolving operational context and decreasing resources, the role requires high adaptability, the ability to absorb additional responsibilities, and a strong capacity to operate under pressure. In addition, the Inter-Agency Coordination Associate serves as the focal point for LRP emergency preparedness and response for small-scale and sudden-onset emergencies, including weather-related incidents, disease outbreaks, and localized shocks. This includes supporting preparedness planning, coordination of information flows, and rapid inter-agency follow-up in close collaboration with sectors and relevant coordination platforms. The position requires close engagement with UN agencies, NGOs, donors, and government counterparts, and a solid understanding of coordination frameworks, including linkages with broader strategic processes such as the UNSDCF. The Inter-Agency Coordination Associate ensures continuity of inter-agency coordination functions and, when required, supports the coverage of core coordination responsibilities during the absence of the Inter-Agency Coordination Officer.

Desired Candidate Profile
The ideal candidate is a highly organized, proactive, and solutions-oriented coordination professional with demonstrated experience in inter-agency and inter-sector coordination in complex humanitarian settings.

Essential Experience and Skills
• Proven experience in inter-agency and inter-sector coordination, with a strong understanding of coordination architectures, common processes, and collective decision-making.
• Demonstrated experience in managing coordination secretariat functions, including tracking actions and decisions, supporting governance structures, consolidating inputs, and following up on multiple parallel workstreams.
• Strong ability to act as a central linkage point across sectors, working groups, and task forces, ensuring coherence, timely follow-up, and quality control of coordination products.
• Experience working in emergency contexts, including preparedness and response to sudden-onset or small-scale emergencies (e.g. weather-related events, disease outbreaks).
• Excellent drafting, analytical, and organizational skills, with the ability to synthesize complex inputs into clear, actionable outputs.
• Strong communication and interpersonal skills and the ability to navigate sensitive coordination dynamics with diplomacy and professionalism.

• Ability to function effectively in resource-constrained environments, including taking on additional responsibilities and managing competing priorities.
• High level of initiative, reliability, and follow-through; able to work with minimal supervision while maintaining strong accountability.
• Strong coordination mindset, with attention to detail and an ability to maintain oversight of multiple processes simultaneously.

Desirable Assets
• Basic knowledge of the UN Sustainable Development Cooperation Framework (UNSDCF) and its linkages with the Lebanon Response Plan and coordination processes.
• Previous experience supporting LRP-style planning, inter-sector strategies, preparedness plans, or inter-agency reporting frameworks.
• Familiarity with UN coordination standards, humanitarian principles, and inter-agency tools.

 

Standard Job Description

Inter-Agency Coordination Associate

Organizational Setting and Work Relationships
The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he normally reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.

Duties
- Provide support to the Senior Inter-Agency Coordination Officer (Inter-Sector Working Group and Sector Gender Focal Points Network Coordinator) and bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
- Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
- Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
- Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
- Coordinate, identify, process and elevate relevant topics/issues to Senior Inter-Agency Coordination Officer, referring to UNHCR policy decisions and guidance, when needed.
- Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group's agendas and work plans.
- Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
- Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
- Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in operational context. Demonstrated coordination and inter-personal skills. Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.

Desirable
Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills - with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset.
