Major Duties:

  • DUTY 1: Serves as the Senior advisor to the Commander, USSOCOM and the Director for Operations on ISR operations during steady-state and crisis operations. DUTY 2: Responsible for coordinating and prioritizing the production of scheduled and ad-hoc SOF ISR requirements and dissemination of operational intelligence information. DUTY 3: Serves as USSOCOM senior ISR analyst and subject matter expert responsible for supporting urgent operational and tactical requirements for and during crisis operations. DUTY 4: Represents USSOCOM at meetings, conferences and senior level forums as an expert consultant and advisor on acquiring and expanding additional ISR capabilities for SOF.

Qualifications: This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices of the Intelligence career field with a specialization in current operations in the employment of intelligence surveillance and reconnaissance (ISR) assets. As the operational ISR expert, incumbent makes decisions and recommendations significantly changing, interpreting, or developing important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the interplay of geographical, military, economic, and industrial forces in various regions of the world as well as intelligence and terrorist threat entities, operations, and capabilities that may be directed against USSOCOM, other unified commands, DOD, and other US resources. Knowledge of USG polices and directives to include National Implementation Plan, National Military Strategic Plan for the War on Terrorism and DoD's CONPLAN 0300. Knowledge of US Joint Reconnaissance community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform operations collection, target analysis, and other operational ISR related activities and of intelligence surveillance and reconnaissance capabilities, resources, techniques, procedures, and tactics for operational analysis and employment of ISR. Skill in producing finished operational ISR reports and other products that are responsive to the specific needs of customers to include formulating and conducting original research; collating, organizing, and analyzing information; resolving conflicts; and presenting clear and concise findings. Skill and ability in making oral presentations and conducting meetings in order to effectively communicate within various levels of the Command, JS, OSD, and other government agencies. Skill in written and oral communications commensurate with the requirement to coordinate with general officers and senior civilians with whom frequent contact is required, including maintain successful professional relationships. Ability to work harmoniously in a multi-functional organization and an ability to interact with top executives, USSOCOM, DOD, DOS, Congress, and the highest levels of national agencies and represent Commander USSOCOM, Director J3, and J33 Current Operations Division Chief at formal, and informal meetings, conference, and symposia requiring the highest level of technical, and managerial competence. CONDITIONS OF EMPLOYMENT CONTINUED: This is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Section 1590, Chapter 81 of Title I0, United States Code which sets forth Air Force policies and procedures for DCIPS. The position is in the excepted service. Any United States citizen may apply. Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information or involvement in Top Secret Special Access Programs (SAP). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent is required to travel by commercial or military aircraft to various bases, lateral commands, and national agencies and to forward deployed locations both inside the Continental United States (CONUS) and outside the Continental United States (OCONUS). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
