Job Summary: The primary purpose of this position is: To serve as the Operations Technical Advisor for the 3 IS in developing policy and providing guidance on Tasking, Processing, Exploitation and Dissemination (TPED) requirements for the Distributed Common Ground System (DCGS) and Expeditionary Signals Intelligence (SIGINT) in meeting national, tactical and Air Force intelligence requirements.
Major Duties:
Qualifications: This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of the national Signals Intelligence (SIGINT) requirements and procedures to provide authoritative collection, analysis, and reporting policy and guidance to intelligence operators and analysts working 24/7 operations. Knowledge of Intelligence Community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research and operations planning, collection target analysis, and/or other intelligence related activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of intelligence concepts, applications, collections systems and architectures, Distributed Common Ground System operations, and SIGINT missions in order to ensure successful support to Air Force, national/tactical-level customers. Knowledge of Intelligence Community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research and operations planning, collection target analysis, and/or other intelligence related activities. Knowledge of advanced management and organizational principles and practices, study of methodologies and problem-solving techniques. Knowledge of specialized intelligence process techniques and sources, SIGINT development, associated computer systems planning, and database management for intelligence systems. Skill in gathering and assembling intelligence facts; analyzing intelligence data; extracting intelligence information; and creating and distributing analytical findings. Skill in analysis and production of reports and other products that respond to specific needs of customers to include formulating, gathering, organizing and analyzing information; and presenting clear and concise findings. Skill to accurately assess management effectiveness; develop organizational capabilities; and establish strategic plans for future mission success and growth, and customer satisfaction products. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implication of such data; and to make decisions, estimates, and recommendations under conditions of urgency based on mature judgment and experience; and to present and argue for a position effectively. Ability to communicate effectively with others, both orally and in writing, through clear, concise, and technically accurate written materials. Ability to plan, organize, and prioritize work to meet challenging deadlines; work out solutions to problems or questions related to the work, work environment, mission and operational requirements. OTHER SIGNIFICANT FACTS CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
