Job Summary: This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. This position is in the China Division of the Bureau of Intelligence and Research's Office of Analysis for East Asia and the Pacific (INR/EAP/CH). The division analyzes information on China, Hong Kong, and Taiwan to produce intelligence informing U.S. policy and international relations.

Major Duties:

  • Serves as senior expert providing all-source intelligence analysis on China's foreign policy in the East Asia and Pacific region, including relations with Japan, North Korea, South Korea, and Southeast Asia.
  • Participates in or chairs Intelligence Community and interagency working groups preparing intelligence analyses and assessments and setting intelligence priorities for U.S. foreign policy.
  • Serves as the Department's lead officer implementing intelligence support for regional and specific issues within the assigned geographic or functional specialty area.
  • Produces analysis and briefings from all source intelligence, and in-depth China expertise for senior officials & internal and external stakeholders.
  • Directly advises the China Coordinator, Assistant Secretary, Deputy Assistant Secretary, and other senior officials and staff on issues and problems reported in intelligence information and assessments.

Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and advising on political, economic, social, military, and geopolitical developments involving China. Experience with the Department of State and Intelligence Community in executing national intelligence activities. Experience delivering briefings and written analysis to senior policymakers on China's foreign policy. Experience engaging in interagency processes within the Intelligence Community and national security agencies. There is no substitute of education for specialized experience for the GS-14 position.
