Job Description:

Purpose of the position:

To provide Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action programming in World Vision International Lesotho working at National Level. The position will provide strategic and technical leadership to the implementation of all the Livelihoods and Economic Inclusion, Environmental Stewardship and Climate Action functions at National Office (NO), Clusters/Area Programmes (APs) and community focus on diverse interventions as described in Integrated Programmes Framework (IPFs) and AP plans which include the regreening practices, climate smart agriculture, sustainable agriculture, financial inclusion, market development, nutrition, including the establishment of demonstration sites and knowledge exchange for Savings for Transformation (S4T) groups, producers/commodity/nutrition groups, and volunteers.

The position will provide day to day technical support and guidance to the Livelihoods and Economic Inclusion Technicians placed at the APs level.

Key Outputs/Responsibilities

1. Technical Expertise, Leadership and Support (30%)

Lead and provide day to day technical support and facilitate capacity-building initiatives for NO, Clusters and the Area Programme to implement diverse interventions described in IPFs and AP plans including the regreening practices, climate smart agriculture, sustainable agriculture, financial inclusion, market development, nutrition, including the establishment of demonstration sites and knowledge exchange, S4Ts groups, producers/commodity/nutrition groups, and volunteers.

  • Provides overall support technical implementation of Livelihoods and EconomicInclusion, Environmental Stewardship, Climate Action Programmes and projectsactivities at NO, Clusters/APs levels.
  • Ensure country office design and deliver high-quality sustainable livelihoods andinclusive economic interventions and empowerment for children and their families.
  • Provide technical oversight to ensure Livelihoods and Economic Inclusion,Environmental Stewardship, Climate Action Programmes and projects are consistentwith Global, Regional and National policies and standards.
  • Ensure that the Livelihoods and Economic Inclusion, Environmental Stewardship,Climate Action Programmes and projects are implemented with regular liaison withthe regional office, Support Offices (SOs) and donors including the local levelstakeholders. Support the field team with the technical and regular revisions to, andin compliance with, community agreements for implementation of the Livelihoodsand Economic Inclusion programme/Projects and Grants.
  • Lead the AP implementation of appropriate innovations and approaches on energyutilization, including green fuels, renewable energy, lighting, powering technologiesand green livelihoods.Promote restoration of degraded, fragile ecosystems through Farmer ManagedNatural Regeneration (FMNR), regreening, sustainable land scape restorationpractices at household, community and institutional levels.

2. Capacity Building and Development Trainings (20%)

Facilitate and conduct Livelihoods and Economic Inclusion, Environmental Stewardship, Climate Action Programmes and community trainings as per the AP Plan and log-frame including the volunteers, communities, Church and Government partners and other partners in Livelihoods and Economic Inclusion issues.

  • Identify, support and implement opportunities for green and restoration-focused ruralenterprises and income-generating activities, particularly for women and youth,facilitating linkages to value chains and markets.
  • Provide targeted trainings, tools and resources on a regular basis to facilitate timelyand quality delivery of programmes and related Grants/Projects.

3. Mainstreaming and Integration (10%)

Ensure the mainstreaming of cross-cutting themes in all World Vision International Lesotho Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action, in particular the integration of Health and Nutrition, Child Protection, Faith & Development, WASH, Advocacy, Disability, Gender, ENOUGH Campaign, Disaster and Emergencies and Risk management.

  • Ensure focus on Child Well-being outcomes, in particular the Livelihoods andEconomic Inclusion and Health and Nutrition outcomes.
  • Participate in all children platforms including the most vulnerable RegisteredChildren (RCs) mapping and monitoring processes in communities to ensurechildren and their family’s participation in NO activities.

4. Integrated Programme Management (10%)

Overall responsible for the technical implementation of Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action Programmes, projects activities in NO, Cluster and AP levels working together with all the sectors and projects planning, implementation and reporting at NO level more specifically Integrated Health and Nutrition and Child Protection programmes.

  • Ensure that the programme is implemented with regular liaison with partners andstakeholders.
  • Support the field team ion technical and regular revisions to, and in compliance with,community agreements for implementation of the Health and Nutritionprogramme/Projects and Grants.
  • Audit and Risk Assessment recommendations in Livelihoods and Economic Inclusion,projects and their impact areas at NO level.

5. Monitoring, Evaluation& Planning (10%)

Support Livelihoods, Economic Inclusion, Environmental Stewardship and Climate Action programs planning, monitoring, evaluation, and reporting processes, with the development of tools to facilitate effective implementation and quality of integrated project deliveries.

  • Execute field-level activities monitoring progress against targets, identify challenges, and collect relevant data to contribute to effective project implementation and reporting. Ensure availability of qualitative and quantitative Livelihoods and Economic Inclusion data and information for input into Horizon.

6. Grants/Projects implementation (10%)

Technically support and contribute to the implementation of Livelihoods and Economic Inclusion, Environmental Stewardship, Climate Action Programmes and projects, including participation in developing grant proposals, log frames, monitoring and evaluation plans and budgets in line with the IPFs.

7. Partnerships and Networking (5%)

Establish and maintain prominent visibility of World Vision International Lesotho on all Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action platforms at the NO level leading to World Vision International Lesotho’s potency to advocate on issues relating to Child Well Being.

8. Data Collection, Documentation and Learning (5%)

Support collection of accurate field data on indicators related to Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action and lead regular programme/projects reports and documentation of lesson.

Qualifications and Experience:

Master’s Degree in Entrepreneurship, Small and Medium-sized Enterprise (SMEs), Agricultural Economics, Business Economics and Management, Agroeconomics, and related fields with at least three (3) years of experience in providing technical support and implementation of Livelihoods and Economic Inclusion programmes or grants.

OR

Bachelor’s Degree in Entrepreneurship, Small and Medium-sized Enterprise (SMEs), Agricultural Economics, Business Economics and Management, Agroeconomics, and related fields with at least six (6) years of experience in providing technical support and implementation of Livelihoods and Economic Inclusion programmes or grants.

Technical Skills & Abilities:

  • Fluency in English.
  • Strong project management skills and good understanding of the project life cycle
  • Excellent understanding of Health and Nutrition best practices and life skills approaches in community development
  • Experience with development project management tools such as logframes, monitoring and evaluation tools and budgets.
  • Good supervision skills, including training, mentoring and supporting community staff
  • Excellent written and verbal communication skills, including report-writing and formal communication skills.
  • Excellent computer skills, including proficiency in MS Office, Statistical Packages and Lotus Notes (or another main email system such as Microsoft Outlook).
  • Strong analytical and negotiation skills.
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
  • Emotional and spiritual maturity and ability to work with a team of professionals and community leadership.
  • Good understanding of Sphere relief international standards.
  • Knowledge of and adherence to the Government policy on INGOs and NGOs
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

Working Environment / Conditions:

Domestic Travel: 95% travel to Area Program and project areas is required.

On call: 5% In emergency situations, the position will be required to be on-call.

REMUNERATION: Competitive with market standards
