Business Oregon the state’s economic development agency, is currently hiring an Infrastructure Operations Supervisor (Business Operations Supervisor 1). This position will provide supervisory and operational leadership for the administrative and program coordination functions within the Infrastructure and Program Services Section, which includes the Infrastructure Finance Authority (IFA). This position oversees a team of administrative professionals and operations staff who support the delivery of infrastructure funding programs and services.
Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This role offers hybrid work options, with the expectation of in-office presence at least one day per week to support business operations.
Supervision: supervise administrative and operations staff including managing work, conducting performance evaluations, training, coaching, mentoring, approving work, and disciplinary actions. Foster a positive, inclusive team culture and supports staff development through training and feedback.
Process oversight and improvement: lead efforts to standardize and improve administrative processes across the Infrastructure and Program Service Section. Apply creative problem-solving to streamline workflows, reduce errors, and enhance service delivery.
Program and Project Support Coordination: ensure timely and accurate execution of administrative tasks including contract processing, disbursements, file management, and reporting. Serve as an escalation point for complex or cross-functional issues.
Customer Service: Promote a culture of responsive, courteous, and solution-oriented service. Ensure that internal and external partners receive timely and accurate support.
Communication: Communicate with internal external partners clearly and professionally across team and stakeholder groups.
Cross Agency and System Coordination: Coordinate with Fiscal, Procurement, HR, IT and other internal partners to support onboarding, system access, and operational needs. Ensure data integrity and reporting accuracy in systems such as PORTFOL and Salesforce.
Supervisory & Leadership: Experience in supervising or leading administrative and/or support staff not limited to managing workflow, coaching and mentoring, training, and providing guidance to staff.
Process Improvement: Experience or knowledge in process improvement and applying creative problem-solving to streamline workflows, reduce errors, and enhance service delivery.
Program & Project Coordination: Experience in supporting programs and coordinating projects for various complex or cross-functional issues such as contracts, disbursements, file management, and reporting.
Customer service. Demonstrates patience, attentiveness, sound judgment, ability to manage difficult customer situations, and responds promptly to the needs of the customer.
Communication Skills. Exhibits outstanding written and verbal communication skills including business writing, synthesizing complex information, creating processes, using succinct plain language, and preparing reports.
Organizational Skills. Excellent organizational skills, and experience with project management and coordination.
Computer skills: Proficient in Microsoft Office (Word, Excel, PowerPoint, Project, and Outlook).

The Infrastructure & Program Service Section resides within Economic Development Division (EDD). The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. The EDD services include assisting Oregon businesses and communities to access State incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. Recruitment Officers, Regional Development Officers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.

This position is a Management Service Supervisory, full-time position, non-exempt and is not represented by a union.
PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
