Job Summary: The primary purpose of this position is: To serve as an Information Warfare Planner and planning subject matter expert to the 16 AF Global Effects and Air Forces Cyberspace (AFCYBER) mission. Plans, integrates, and synchronizes Cyberspace operations (CO), activities, and investments, Defensive and Offensive CO, electromagnetic warfare (EW), and Intelligence, Surveillance and Reconnaissance (ISR) in support of 16th Air Force (Air Forces Cyber) missions.

Major Duties:

  • DUTY 1: Serves as a subject matter expert on current operations in the Information Warfare portfolio consisting of cyberspace operation (CO), cyberspace enabling operations (CEO) , electromagnetic warfare (EW), and Intelligence, Surveillance and Reconnaissance (ISR) capabilities and planning. DUTY 2: Serves as the architect and developer of Cyberspace Operations (CO) and Information Warfare (IW) operations planning efforts. DUTY 3: Establishes and maintains a current series of liaison contacts within the DoD, Sister Services and national- level agencies as a recognized authority in Cyberspace Operations (CO), within the Information Warfare (IW) mission. DUTY 4: Prepares and delivers oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, convey defensive cyberspace operations activities, and investments to proposed changes and advocate for requirements in assigned program(s).

Qualifications: This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of the wide range of concepts, principles, and practices to include cyberspace planning, execution, and assessment. Understanding of cyberspace components roles and responsibilities, cyberspace weapons systems , and current authorities resident for the Commander, AFCYBER and Joint Force Headquarters Cyber. Advanced planning knowledge of the AF Cyber Mission Forces, National Mission forces, Cyber Protection forces, and DODIN operations. Knowledge of information technology sufficient to establish, integrate and manage enterprise-wide IT programs, architecture, and standards, across the command including utilization of Information Technology Infrastructure Library (ITIL) concepts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of Cyberspace Operations (CO) concepts to include defensive, offensive and network maintenance sufficient to develop strategy and guidance, support planning and mission execution, and assess operations. Extensive knowledge of the fundamentals of joint operations, joint operational command and control, operational art and design, and the Joint Operation Planning Process (JOPP) sufficient to plan, develop, integrate and coordinate 16 Air Force Information Warfare (IW) capabilities, support plans, requirements, request for support and operations. Knowledge of information technology sufficient to establish, integrate and manage enterprise-wide IT programs, architecture and standards, across the command including utilization of Information Technology Infrastructure Library (ITIL) concepts. Knowledge and familiarization regarding IW to include information operations (IO), electromagnetic warfare (EW), military information support operations (MISO), cyberspace operations (CO), public affairs (PA) and Intelligence, Surveillance and Reconnaissance (ISR), Joint and Service doctrine. To effectively develop strategy and guidance, support planning and mission execution. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to HQ-C (AF), and EUCOMs operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives. Ability to plan, organize, direct and adjust the functions and work operations of multiple organizational levels and with available resources, and mentor the staff of an organization. Ability to communicate effectively both orally and in writing; includes but is not limited to preparing and delivering briefings, studies, and executive correspondence. Ability to effectively represent the organization with internal agencies, MAJCOMs, HQUSAF/SAF organizations, and intra-agency whole-of-government partner agencies. CONDITIONS OF EMPLOYMENT CONT. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
